The next meeting of the Presidium of the Azerbaijan National Academy of Sciences was held on November 20.

First, the President of ANAS, Academician Ramiz Mehdiyev presented the Honorary Decree of ANAS to Academician Kamal Abdullayev on the occasion of his 70th anniversary.
The event was opened by the President of ANAS, Academician Ramiz Mehdiyev, who informed the participants about the agenda of the meeting.
Academician-secretary, corresponding member of ANAS Aminaga Sadigov said that the first issue on the agenda of the meeting was prepared by the Department of Earth, Biological and Medical Sciences of ANAS on “State assessment of water resources of Azerbaijan, protection and efficient use of water resources for 2021-2024 was about the project "State Program".
Speaking on the subject, academician Ramiz Mehdiyev recalled that given the lack of water in the country and the situation in reservoirs, President Ilham Aliyev signed an order dated July 27, 2020 "On additional measures to ensure the efficient use of water resources." He noted that according to the order, the "Action Plan for 2020-2022 to ensure the efficient use of water resources" was approved, and relevant instructions were given to government agencies on the implementation of the Action Plan.
Then the State Program was presented. It was noted that the draft state program was agreed with the Ministry of Ecology and Natural Resources, the Ministry of Emergency Situations, the Ministry of Agriculture, Azercosmos Open Joint-Stock Company, Azersu Open Joint-Stock Company, Azerbaijan Amelioration and Water Resources Open Joint-Stock Company.
It was noted that about 80% of the country's water resources are used in the agricultural sector, but as a result of infiltration in irrigation canals and irrigation areas, about 50% of the volume of water taken from the reservoir is lost.
The next issues on the agenda of the event were the results of the inspection conducted at the Central Scientific Library (CSL) of ANAS and the plagiarized articles of the director of the CSL Sevil Zulfugarova published in the media. Relevant references were made on the topics. Sevil Zulfugarov was dismissed from the post of director of the Central Scientific Library by the decision of the Presidium for shortcomings in the management and operation of the Central Scientific Library.
By another decision of the Presidium of ANAS, Doctor of Philosophy, Professor Mammad Aliyev was appointed the new director of the Central Scientific Library.
The meeting also adopted relevant decisions on the 80th anniversary of academician Agadadash Aliyev, as well as partial changes in the structure of the Institute of Catalysis and Inorganic Chemistry, as well as Polymer Materials named after academician M. Nagiyev of ANAS.
Academician Dilgam Tagiyev, academician Rasim Alguliyev, academician Irada Huseynova, corresponding member of ANAS Aminaga Sadigov, academician Govhar Bakhshaliyeva, corresponding member of ANAS Bakhtiyar Mammadov, professor Elton Mammadov, doctor of jurisprudence Habil Gurbanov, Doctor of Philosophy on law Rasim Agasiyev and others made relevant proposals.

In conclusion, the President of ANAS, Academician Ramiz Mehdiyev noted that today research on priority areas of development of Azerbaijani science should be further expanded and the Presidium should provide necessary support to scientists in this direction.
