Academician Isa Habibbayli: "The changes in the Charter of ANAS will serve to further deepen the structural reforms in the Academy"

At the General Meeting of the National Academy of Sciences, held on May 27, 2021, Vice-President of ANAS, Academician Isa Habibbayli spoke on the issue of making additions and amendments to the Charter of NANA.

I.Habibbayli noted that the Charter of the Academy, which is a normative legal document regulating the activities of the Academy, was first approved by the national leader Heydar Aliyev in 2003, and reported on the changes made to the Charter in different periods. He stressed that this document is the charter of the process of adaptation to the period of independence. The academician noted that the rapid socio-economic development of the country, the radical renewal of society in all directions, its achievements in the field of building the rule of law have created the need for fundamental reforms in terms of the management of scientific activities. I.Habibbayli noted that on December 11, 2014, the President of the country, Mr. Ilham Aliyev, approved the new Charter of ANAS in order to further develop the Azerbaijani science and improve its legal support.

The Vice-President of ANAS stressed that on July 21, 2017 and April 10, 2020, the Charter was amended to complement the new challenges that arise in the scientific policy implemented on the basis of the instructions of the head of state.

Informing that the post of academician-secretary of the departments was abolished in ANAS and these powers were performed by vice-presidents, I.Habibbayli noted that at present there is a need to amend the Charter in order to improve the structure of ANAS, optimize the management system, and also drew attention to the proposals prepared by the Charter Commission on these issues.
