On May 1, at ANAS Institute of Philosophy and Law kicked off 3rd International Scientific Conference "Legal, democratic state: actual problems of theory and practice" devoted to 20th anniversary of the Constitution of AR and to the 92 anniversary of the national leader Heydar Aliyev.
At first in the foyer of institute was demonstrated the exhibition reflecting life and activity of the great leader.
Along with Azerbaijani scientists the conference was attended by representatives of a number of the institutes and universities in Russia and Turkey.
The meeting was opened by director of the institute, Professor Ilham Mammadzadeh who noted that the coming of Heydar Aliyev to power in 1993 was a turning point in the socio-political, socio-economic and cultural life of the country. He also stressed the importance of recognizing his legacy, both at domestic and in the international arena.
Then, Deputy Chairman of the Azerbaijan Council of Elders, head of the Institute of Archaeology and Ethnography, academician Teymur Bunyadov spoke about the role of Heydar Aliyev in the policy of statehood and in the formation of the independent Azerbaijan as a legal state and its achievements in socio-political life of the country.
At the event also spoke the Human Rights Ombudsman of the Republic of Azerbaijan Elmira Suleymanova who stressed that the promotion of human rights in our country is one of the main directions of the state policy and spoke about the measures taken in this area of law, other legal acts, as well as on the implementation of successive events.
It was noted that, for the first time in Azerbaijan adopted the "State program on protection of human rights" by decree of the national leader Heydar Aliyev dated June 18, 1998.
Approved by the order of President Ilham Aliyev on December 28, 2006, National Action Plan for Human Rights, consisting of 5 points and 48 articles, was a document of particular importance in this area.
Speaking at the event, Deputy Chairman of the Constitutional Court Sona Salmanova told about the merits of national leader Heydar Aliyev in the construction of a democratic state.
It was noted that a healthy political situation in the country, the successful development of these areas all the growing influence of our state became possible as a result of a forward-looking policy of the national leader.
S. Salmanova emphasized that the first national Constitution was prepared thanks to deep intelligence and a rich experience of the national leader Heydar Aliyev. "The first Constitution of the independent Azerbaijan Republic which created in 1995 under the leadership of the great leader played an important role in development of statehood, establishment of democratic values in the country".
At the event were made reports by MPs Eldar Ibrahimov, Rafael Jabrailov, Zhale Aliyeva, head of Police Academy, Major General Nazim Aliyev, president of the International Union of criminalists and criminologists of Russian Federation, Professor Mackiewich Igor Mikhailovich and others.
Further the conference continued its work over sections.
