Azerbaijan National Academy of Science

With the purpose of electing staff for civil service and compliance of student admission to the scientific ventures with international standards, guiding by “State Strategy for development of education in the Republic of Azerbaijan” approved by the Order N 13 of the President of the Republic of Azerbaijan Ilham Aliyev dated October 24, 2013 and 32 clause of 109 item of the Constitution of the Republic of Azerbaijan I resolve:

1. To establish public legal entity State Exam Center with the goal of electing staff for the civil service in the Republic of Azerbaijan via competition, organizing a centralized entrance exams of students' final assessment (attestation) at educational level, secondary vocational educational level, undergraduate and graduate levels of higher education (medical education - basic education and residency), master's level of Azerbaijan National Academy of Sciences.

2. To approve “Regulation” of the public legal entity State Exam Centre of the Republic of Azerbaijan (attached).

3. Following authorities of public legal entity State Exam Centre are implemented by the President of the Azerbaijan Republic:

3.1. Approval of Regulation;

3.2. Defining the amount of the Authorized fund;

3.3. To create executive bodies (joint or single), and defining the responsibilities and powers of the early termination.

4. To define that:

4.1. The State Exam Center’s steering body is 7-member Board of Directors. Appointment, dismissal, as well as early termination of chairman, deputy chairmen and other members of The Board of Directors of the State Exam Center is implemented by the President of the Republic of Azerbaijan;

4.2. The initial authorized capital of the State Exam Centre is formed at the expense of the state budget of the Republic of Azerbaijan and totals one (1) million manats.

5. From the moment of state registration of the State Exam Center, to abolish Civil Service Commission under the President of the Republic of Azerbaijan and the State Commission for Student Admission of the Republic of Azerbaijan and public property of their use to be transferred to the State Exam Center.

6. The Cabinet of Ministers of the Republic of Azerbaijan:

6.1. To conduct proposals conforming the laws of the Republic of Azerbaijan and acts of the President of the Republic of Azerbaijan with this Decree within two months and submit to the President of the Republic of Azerbaijan;

6.2. To provide conformation of normative legal acts of the Cabinet of Ministers with this Decree and inform President of the Republic of Azerbaijan within three months;

6.3. To oversight conformation of normative legal acts of central executive bodies and inform the President of the Republic of Azerbaijan about its execution within three months;

6.4. Taking into account part 5 of this Decree, to provide transferring of public property of the Civil Service Commission under the President of the Republic of Azerbaijan and the State Commission for Student Admission of the Republic of Azerbaijan to the balance of the State Exam Center;

6.5. To solve other issues arising from this Decree.

7. The Ministry of Justice to provide conformation of normative legal acts of central executive bodies and normative natured acts to this Decree and inform the Cabinet of Ministers of the Republic of Azerbaijan.

8. The Ministry of Finance of the Republic of Azerbaijan:

8.1. To solve the issues related to the formation of the State Exam Center statutory fund in accordance with paragraph 4.2 of this Decree;

8.2. At the initial stage to provide activity of the State Exam Center at the expenses of the Republic of Azerbaijan's state budget for 2016, envisaged for Civil Service Commission under the President of the Republic of Azerbaijan and the State Commission for Student Admission of the Republic of Azerbaijan.

9. The Cabinet of Ministers of AR is charged to amend normative legal acts adopted by the State Commission for Student Admission of the Republic of Azerbaijan until terminated, including suspend and revoke the validity of these acts.

10. The Ministry of Taxes of the Republic of Azerbaijan to implement the necessary measures on state registration of the State Exam Centre.
