Scientific and Practical Conference at ANAS on “The President of the Republic of Azerbaijan’s Speech at the 8th Congress of the New Azerbaijan Party and the Tasks Ahead”

A scientific and practical conference entitled “The President of the Republic of Azerbaijan’s Speech at the 8th Congress of the New Azerbaijan Party and the Tasks Ahead” was held at the Central Scientific Library of the Azerbaijan National Academy of Sciences (ANAS).

Before the conference, the participants visited the bust of National Leader Heydar Aliyev and laid flowers in tribute to him, paying deep respect to his cherished memory.

They then viewed a book exhibition.

The event began with the performance of the National Anthem of the Republic of Azerbaijan.

Opening the conference, President of ANAS, Academician Isa Habibbeyli, noted that the 8th Congress of the New Azerbaijan Party (YAP) had defined the goals and strategies set for a new stage in the development of the independent Azerbaijani state. He stated that the Congress had highly evaluated the Party’s role and contributions to the development of Azerbaijani society and had clearly outlined the tasks for the coming period.

Emphasizing the substance and depth of the speech delivered at the Congress by President of the Republic of Azerbaijan and Chairman of the New Azerbaijan Party Ilham Aliyev, the head of the Academy noted that the speech had, in the truest sense, conveyed lessons on independence. Academician Isa Habibbeyli stated that the Congress had reviewed the Party’s history of struggle and its achievements while presenting a conceptual perspective on ongoing global processes. He noted that the President’s remarks addressed the realities of the modern world and the tasks facing Azerbaijani society.

Academician Isa Habibbeyli particularly emphasized that the head of state’s approach to global events in the context of Azerbaijan’s realities and national interests was important in helping every citizen understand their responsibilities.

The head of ANAS stated that the disruption of geopolitical balance in the modern world, the difficulties caused by wars and natural disasters, and the existence of forces unwilling to recognize Azerbaijan’s achievements made it necessary for the country to strengthen itself further.

Recalling the important calls made by President Ilham Aliyev concerning the national tasks of the new era during his interview with local television channels on January 5 of this year, Academician Isa Habibbeyli noted that Azerbaijan had become a powerful state militarily, economically, and ideologically, firmly defending its national interests in the face of global challenges. He stated that every citizen’s responsible approach to their duties made an important contribution to the country’s development. He also emphasized that Azerbaijan was growing stronger as the people rallied closely around the New Azerbaijan Party and its leader, President and Victorious Supreme Commander-in-Chief Ilham Aliyev.

Academician Isa Habibbeyli stated that the Azerbaijan National Academy of Sciences had always been at the forefront of the country’s ideological struggle. He emphasized the Academy’s important role in explaining the policies pursued by the President on a scientific basis, developing conceptual perspectives, and conveying them to future generations. He noted that, in line with the tasks arising from the President’s speech, ANAS was producing substantial books and scholarly articles in history, literature, philosophy, and other fields of science that reflected the idea of a stronger Azerbaijan.

During his speech, Academician Isa Habibbeyli recalled that ANAS staff had prepared 48 books to mark the 100th anniversary of National Leader Heydar Aliyev and the “Year of Heydar Aliyev.” He emphasized the importance of continuing systematic scholarly research into Heydar Aliyev’s political legacy and examining President Ilham Aliyev’s policies on a scientific basis.

Elnara Akimova, a member of the YAP Board of Directors, Member of the Milli Majlis, and Doctor of Philological Sciences, delivered a presentation at the conference. She noted that the 8th Congress of the New Azerbaijan Party, held on October 2, had taken place at a time when Azerbaijan had achieved victory and fully restored its sovereignty. She pointed out that, for the first time since the Party’s establishment, its congress had been held in an atmosphere of historic victory.

Emphasizing that President Ilham Aliyev’s speech at the 8th Congress reflected the essence of the path Azerbaijan had travelled from the difficult historical period of the 1990s to victory, the parliamentarian highlighted the key issues addressed at the Congress. These included ideological security, countering external threats, the new realities that had emerged following victory, identifying new areas for discussion, and the return to Karabakh and East Zangezur.

Elnara Akimova also noted that reorganizing the Party on the basis of a new strategy was one of the key issues. She stated that, under contemporary conditions, preserving the national ideology, national identity, and national self-awareness was of particular importance.

The speaker described the establishment of the New Azerbaijan Party in 1992 as an important historical event arising from the needs of the time. She noted that the Party’s establishment had played a significant role in preserving the ideological course amid the country’s complex political circumstances.

Addressing the social and political landscape of the 1990s, Elnara Akimova recalled the atmosphere of decline and chaos that prevailed during that period. She stated that, under such difficult circumstances, National Leader Heydar Aliyev’s return to power was decisive in resolving the major problems facing the country, strengthening statehood, and laying the foundations for the path that led to Azerbaijan’s present-day victory.

Bakhtiyar Nabiyev, Chairman of the YAP Yasamal District Organization, also spoke at the conference. He noted that, as President Ilham Aliyev successfully continued the wise political course of National Leader Heydar Aliyev, Azerbaijan had achieved dynamic development and a historic victory, earning considerable prestige in the international community.

The importance of YAP members playing an active role in shaping ideological activities, communicating the realities of Azerbaijan to wider audiences, and raising public awareness was emphasized. It was noted that the new information environment shaped by social media and cyber threats required a particular approach to public education.

The speaker stated that fulfilling the tasks arising from President Ilham Aliyev’s speech at the 8th Congress required a systematic approach and greater responsibility in the work of Party organizations. In this regard, enriching the content of ideological work in local organizations, organizing events around current issues, and communicating the results to the public comprehensively were considered important.

Particular attention, he noted, should be paid to raising young people in a spirit of commitment to national statehood traditions, improving their information literacy, and encouraging them to adopt sound positions in the digital environment. Strengthening public awareness efforts to protect information security and counter disinformation and distorted information was also identified as an important task for Party members.

Bakhtiyar Nabiyev emphasized that consistent and purposeful work in these areas would contribute to protecting Azerbaijan’s national interests, promoting the principles of statehood, and strengthening solidarity within society.

Shabnam Mirzazadeh, Senior Researcher at the Nizami Ganjavi Institute of Literature of ANAS, PhD in Philology, then spoke on behalf of young scientists, offering a young researcher’s perspective on the speech delivered by the President of the Republic of Azerbaijan at the 8th Congress of the New Azerbaijan Party.

She stated that, at Azerbaijan’s new stage of development, young people’s responsibilities were not limited to building the future; they also played an important role in shaping the country’s scientific, intellectual, cultural, and social development. She noted that making effective use of the opportunities available to young people was essential and that state-level initiatives in youth affairs, science, and education provided an important basis for understanding this responsibility.

Emphasizing that the President’s addresses to Azerbaijani youth recognized them as a force capable of enhancing the country’s standing in various fields, Shabnam Mirzazadeh noted the particular attention paid to fostering an intellectual and active younger generation that could adapt to global development trends while remaining committed to national and spiritual values.

The conference concluded with the performance of the Anthem of the New Azerbaijan Party.
