The high level of knowledge of foreign languages, particularly English, has a positive impact on the level of research works of young scientists. Fundamental scientific works, the vast majority of journals with high impact factor published in English. In order to use these scientific sources at the proper level requires knowledge of the English language. However, the entrance and delivery of doctoral exams to check the level of knowledge of applicants in a foreign language is not possible. Currently, in most countries to determine the level of knowledge of the English language used program TOEFL and IELTS.

The Presidium of the Azerbaijan National Academy of Sciences adopted a number of resolutions to increase requirements for testing knowledge of English applicants for admission to doctoral studies and exam in this subject.

After that, applicant for admission to the doctoral program must submit TOEFL certificate program with indicators not less than 80 points, or program IELTS not less than 6.5 points. While examination, applicant is required to provide a certificate of exam program TOEFL with a performance of at least 100 points, or IELTS program of not less than 7 points.

Implementation of appropriate measure was entrusted to the Science and Education Department of the Presidium of ANAS. Oversight the execution of the relevant decrees entrusted to the academician-secretary of ANAS, academician Rasim Alguliev.
