Associate of ANAS Institute of Botany attended the Strasburg assembly of Council of Europe Committee on Bioethics

Organized by Council of Europe Committee on Bioethics (DH-BIO), Belgian chairmanship of the Committee of Ministers, "Modern technologies and the human rights" International Conference was held in Strasburg, May 4-7, 2015.

The event was attended by representatives of 47 countries of the world, our state was represented by Alamdar Mammadov, PhD in Biology, head of Genome structure and expression lab of the Institute of Botany. It should be noted that, in 1999 "Bioethics, ethics of scientific knowledge and technologies" National Committee to UNESCO supervised by Jalal Aliyev was set up in Azerbaijan and commenced bioethics studies in modern biology, agriculture and medicine and clarified their solutions. On May 4-5 were held consecutive assemblies on the different directions of bioethical aspects and modern technologies. On May 4, opening ceremony of the conference was attended by Council of Europe Deputy Secretary General Gabriella Battani-Dragoni, Belgium's permanent representative to the Council of Europe, Ambassador Dirk Van Eeckhout, Chairman of the Council of Europe Parliamentary Assembly Subcommittee on Public Health Mrs. Liliane Maury Pasquier. The main directions of modern technologies in the nanotechnology, biotechnology, information technology and cognitive (perception and cognition) technologies (NBIC) and their bioethics aspects elucidated. By the end of the meeting the speakers responded the questions of the representatives of various countries and controversial issues were clarified. “From Bio to NBIC convergence - From Medical Practice to Daily Life" book of Bioethics Committee of the Council of Europe devoted to new technologies, their methodology, prospects and problems of bioethics, were distributed to the participants and recommended Bioethics Committee to each country to translate of its own bioethics data and to mushroom.

On May 5-7, meetings devoted to "Human Rights and Biomedicine" discussed protocols of Oviedo Convention which incompletely developed by countries. In advance, draft protocols of "Protection of honor of the people with psychological disorders and on their involuntary hospitalization and forced treatment”, "Forecasting, genetic testing and insurance", "Amendments to recommendation on the re-examination of biological materials of human origin” were discussed , after reaching agreement on each item latest item was accepted.

At the end of the conference, delegates were recommended to submit to carry out discussions with the participation of experts by domestic Bioethics Committee of each country, to clarify controversial issues and new ideas for solutions and applications on the items to the discussions in the 8th meeting in December of current year.
