On December 3, the Presidium of ANAS hosted the presentation of the “Editing School” project of the Support Center for the Provision of Persistent Identifiers of the Labor and Social Relations Academy (ASMA) of the Azerbaijan Trade Unions Confederation (ATUC), titled “Aligning Scientific Publications in Azerbaijan With International Scientometric Criteria”.
The event was attended by President of ANAS, academician Isa Habibbayli, members of the Presidium of ANAS, Deputy Chairman of the Azerbaijan Trade Unions Confederation Musa Mirzayev, Vice-Rector for International Relations of the Labor and Social Relations Academy Khayala Mammadova, heads of departments of the Presidium apparatus, directors of ANAS scientific institutions and organizations, and other relevant participants.
Opening the event, academician Isa Habibbayli stated that ANAS and the Azerbaijan Trade Unions Confederation have enjoyed close cooperation for many years based on mutual trust. He noted that today’s event also stems from this partnership and is highly significant for our future joint activities.
Academician Isa Habibbayli said that in recent years President Ilham Aliyev has signed a number of decrees and orders aimed at promoting artificial intelligence and digital development in the country. He emphasized that the President addressed these issues in his speech at the 80th anniversary meeting of ANAS, stressing that Azerbaijan’s future lies in this direction and assigning new tasks to the academic community.
Highlighting the work carried out in recent years to expand electronic services at ANAS, academician Isa Habibbayli noted that in January 2023 the Electronic Academy Department was established within the Presidium apparatus and achieved significant progress within a short time. He added that, in line with modern technological challenges and new realities, the department was renamed the Digital Academy, Artificial Intelligence and Electronic Services Department in 2025.
Academician Isa Habibbayli stated that over this period the department has introduced numerous innovations and achievements in digitalization, the application of artificial intelligence technologies, and the expansion of electronic services at ANAS.
He noted that electronic resources for publications issued by ANAS institutions have been developed to facilitate their inclusion in reputable international scientometric databases. Within cooperation with Crossref, nearly 2,800 DOIs have been assigned to articles published under the ANAS name. In addition, within cooperation with TÜBİTAK ULAKBİM DergiPark of Türkiye, ANAS has created its own DergiPark database. The journals “Azerbaijan Journal of Mathematics”, “Comparative Literary Studies”, and “Seismoprediction Observations in the Territory of Azerbaijan” included in the ANAS DergiPark have been admitted to Türkiye’s TÜBİTAK ULAKBİM DergiPark system. Moreover, a national citation system has been established to evaluate scientometric indicators at ANAS.
Academician Isa Habibbayli stressed that these efforts aim to raise Azerbaijani science to a competitive level with global science and that the process of advancing artificial intelligence and digital technologies will continue.
Then Deputy Chairman of the Azerbaijan Trade Unions Confederation Musa Mirzayev delivered remarks, greeting participants on behalf of the ATUC Chairman. He noted that Azerbaijani scientists have historically contributed to the country’s development through their inventions and scientific innovations and continue to represent Azerbaijan worthily in the international arena. He emphasized that both National Leader Heydar Aliyev and President Ilham Aliyev have consistently supported science and scholars, signing laws, decrees, and orders that promote scientific advancement.
Musa Mirzayev said that the Trade Unions Confederation has always supported Azerbaijani scientists in ensuring effective medical treatment and recreation. He added that over 19 years of operation, the Labor and Social Relations Academy has contributed significantly to shaping the country’s labor market by training qualified personnel. He stated that the main goal of the project presented today is to facilitate scientific information exchange in academic publications and expand their access to international scientific databases.
Next, Vice-Rector for International Relations of the Labor and Social Relations Academy Khayala Mammadova presented the project “Aligning Scientific Publications in Azerbaijan With International Scientometric Criteria: Editing School”. She stated that the project is crucial for improving the quality of scientific publications in the country and ensuring their identification in accordance with international standards.
Khayala Mammadova then delivered a presentation on the Support Center for the Provision of Persistent Identifiers and the ongoing project, answering participants’ questions.
In conclusion, Vice-President of ANAS, academician Rasim Aliguliyev; Head of the Digital Academy, Artificial Intelligence and Electronic Services Department of the ANAS Presidium apparatus, PhD in Mathematics and Associate Professor Fariz Imranov; and Director of the ANAS “Elm” Publishing House, PhD in Philology Sabuhi Gahramanov shared their views on the work carried out in the fields of artificial intelligence and digital development, as well as on the presentation.
