At the next meeting of the Presidium of the Azerbaijan National Academy of Sciences (ANAS), discussions were held on the results of the semi-annual reports on the scientific and scientific-organizational activities of ANAS’s scientific institutions and organizations, as well as its regional scientific departments and centers, for the first half of 2026.
President of ANAS, Academician Isa Habibbeyli, stated that semi-annual reports on the results of scientific research conducted during the first half of 2026, as well as scientific-organizational activities, were discussed at ANAS’s scientific institutions and organizations, as well as regional scientific departments and centers, from June 10 to July 3, 2026. Responsible staff members of the Presidium’s Administration of ANAS also participated in the reporting meetings of the scientific institutions and organizations. Discussions were held in the relevant scientific divisions of ANAS on the results of the reporting meetings, decisions were adopted, and recommendations and instructions were given to the scientific institutions and organizations for their activities during the next half-year.
Subsequently, Doctor of Philology Serkhan Khavari, Head of the Department of Science and Education of the Presidium’s Administration of ANAS, presented a report on the results of ANAS’s scientific and scientific-organizational activities for the first half of 2026 entitled “Transition of Reforms to Qualitative Changes: Institutional Renewal, Scientific Content, International Visibility.”
He noted that, when assessing the results of the first half of 2026, the main focus should be placed not on the mechanical increase of individual quantitative indicators, but on the qualitative changes brought about by the reforms implemented at ANAS in the content of scientific activity. Serkhan Khavari noted that during the reporting period, 1,011 articles, including 367 published abroad, 594 abstracts and conference proceedings, 107 books, and 73 monographs were published, while 90 international events were held. Compared with the corresponding period of 2025, the number of articles indexed in the “Web of Science” and “Scopus” databases increased to 47 in the first six months of 2026.
Presenting statistical indicators by institution, Doctor of Philology Serkhan Khavari stated that the activity profiles of scientific institutions differ significantly: one institution demonstrates greater activity in monographic research, another in article publication, another in internationally indexed publications, while another shows greater activity in the training of scientific personnel. According to him, in evaluating scientific activity, it is necessary to strengthen the transition from quantitative indicators to indicators of quality, international visibility, and scientific impact.
The Head of the Department emphasized that the results of the first half of 2026 demonstrate that the reforms implemented at ANAS in recent years have gradually brought about qualitative changes in the structure and content of scientific activity. As a result of ANAS’s four years of activity, the humanities discourse in society has become one of the important paradigms and has played an important role in the formation of public policy and the normalization of ideological discourse.
In his speech, the scholar also put forward proposals concerning the expansion of publications in WoS/Scopus-indexed journals, increasing international scientific visibility, strengthening scientometric assessment, studying successful practices, and conducting separate analyses of weak indicators.
By decision of the Presidium, the results of the reports on the scientific and scientific-organizational activities of ANAS’s scientific institutions and organizations, as well as regional scientific departments and centers, for the first half of 2026 were approved, and relevant instructions were issued.
