Statement by Deputy Director of the Department of Works of ANAS, Commission Secretary Sardar Aliyev

Some incompetent writings in the media about the hostel and housing issue at the Azerbaijan National Academy of Sciences have made it difficult for me to provide this information.

As it has been reported in the press as it has been repeatedly mentioned in the press, according to the contract signed between ANAS and "Eurostroy-S" LLC on November 14, 2012, in the territory of the dormitory located at 12 Sharifzadeh str., Baku, Yasamal district, living in the hostel It is planned to allocate a residential area for the transfer of scientific workers.

In order to prepare for this issue, a Commission was established by the decree of the President of ANAS of July 16, 2013. The Commission has identified citizens living in the hostel who live and are not registered or have a legitimate right to live in the hostel. Meetings with them were held and the necessary documents were collected.

It has been established that there are many foreigners who are not registered in the hostel or who have nothing to do with the ANAS (working in outside organizations or not working at all). Therefore, in order to identify persons registered in the hostel, ANAS has appealed to the Ministry of Internal Affairs, and hundreds of people who are not related to ANAS and have not been living in the hostel have been registered.

Detailed information was provided to the leadership of ANAS on the work carried out by the Commission, and subsequent work in this direction was determined.

After completing the information and accomplishments, dormitory residents were given detailed information and written answers. After sending a broader content of these response letters to collective applicants, one copy was docked for a few days at the hostel, so that all residents of the hostel would read. In addition, the dormitory applicants have repeatedly received both collective and individual reports at ANAS and provided them with detailed information and explanations. Even the residents living in the dormitory without the legal right have been sent a written proposal to evacuate the rooms they live in.

During the investigation, it was established that, as a result of the previous leadership of ANAS, we faced a big problem as the number and area of apartments to be allocated to ANAS. Thus, meetings were held repeatedly with the management of ANAS and "Eurostroy-S" LLC for determination of the housing area to be allocated.

As a result of the work carried out, "Eurostroy-S" LLC undertook to allocate 8,000 (eight thousand) square meters of housing to the ANAS from newly constructed houses. Most of these apartments are reserved, and a written guarantee for the remainder is given in the near future.

In order to prepare for the distribution of apartments, a new commission was set up by the decision of the Presidium of ANAS No.5 / 2 dated from December 7, 2016, under the leadership of the vice-president of ANAS. The Commission was instructed to examine the issue of resettlement of scientific workers residing in the hostel and working at the ANAS from the newly constructed buildings at the hostel located at the Sherifzade Street, 12, in the Yasamal District of Baku, Yasamal District.

It was found out in the study that there are 107 families living in or living in the hostel. 71 of them are employees of ANAS, 36 families are not employed in the UNA. Of 71 families working in ANAS, 6 are doctors of sciences and 45 are philosophy physicians.

In addition, the family of 48 employees working in ANAS (34 of them are PhDs, 1 Doctor of Sciences) have been living for more than 20 years because they are registered in the dormitory but are not in an empty room. These employees are also eligible for housing. They believe that for many years they have been forced to live in rent, and have been subjected to more material and moral shocks than those living in the hostel. Currently their documents are being investigated.

The Commission has collected documents confirming the living conditions and housing needs of each ANAS resident living in the hostel. Information on the availability of residential areas outside of the hostel has been investigated in the context of the facilities created with the employees of housing and utility services. Documents and information confirming the existence of problems with the issue of 17 of the 71 ANAS employees have been identified. The remaining 54 households have the right to receive housing.

Though these 17 families have rooms on behalf of them, they are mostly non-living in their rooms, apartments in their names, and alienated apartments after their construction near the dormitory. During the inspection, it was revealed that most of these families lived in other apartments, where they live or rent apartments. Some have apartments in new buildings but have not documented their names. According to the housing legislation, these families had to vacate the rooms in their bedroom when they were receiving housing, and those rooms had to be given to scholars living in rent for more than 20 years, because they were not registered, empty rooms.

Thus, it is expedient to consider the issue of providing housing to these 54 families, first of all. In addition, the commission suggested that the establishment of a new composition of the commission be conducted with the participation of the Association of Free Trade Unions of ANAS for distribution of apartments. The commission's inquiry, these and other proposals were discussed at the Presidium of ANAS and the relevant decision was made.

Taking into consideration the seriousness of the issue, the commission of the distribution of apartments in the new composition was created under the leadership of ANAS Vice President and Chairman of the Free Trade Unions Committee of ANAS, dated May 24, 2017, by the decision of the Presidium of ANAS.

The newly created commission distributed 54 apartments by lottery on June 13, 2017 and currently the paperwork is underway. During the division of the housing, the staff's academic status, marital status, and other circumstances that give privileges in the family have been taken into account.

It should be borne in mind that the apartments are located on the 1-9th floor of a 16-storey residential building. Since the construction of a dwelling house is not specifically designed for families receiving flats, one room per floor is 66 square meters, and 5 rooms are 85-113 square meters. Large apartments with 2 bedroom apartments are given to the staff of the family consisting of 4 and 5 people. During the division of the remaining rooms, there were some unusual scientific workers.

Despite all this, there are also those who are dissatisfied with the floor and the neighborhood.

Applications from those who are dissatisfied with the area will be accepted and each individual petition will be investigated individually.

Residents living in the dormitory and living in the last few days have gone to the governing bodies of the republic to try to prevent the leaders of ANAS. Nearly 30 people gathered in front of the administrative building of Presidium of ANAS in connection with this issue. The leadership of ANAS told them that 4-5 people would be selected to be admitted or all accepted one by one. But they did not accept any of these proposals. These applicants, as I mentioned above, are members of 36 family working in ANAS and 17 members of ANAS, who have problems.

I appeal to the employees of ANAS who want to be admitted, that the issue of housing is such that there is no collective investigation and general solution. Each issue should be investigated individually and the solution should be determined.

For those who live in the dormitory and have nothing to do with ANAS, it is reported that their housing is outside the capabilities of ANAS. Therefore, they must vacate the rooms they live in.
