Taking into account paragraph 3 of Article 109 of the Constitution of the Republic of Azerbaijan, In line with the direction of the formation of the modern education system as envisaged by Article 7.2 of the "Azerbaijan 2020: Vision to the Future" Development Concept, approved by the Decree of the President of the Republic of Azerbaijan of December 29, 2012, I decree:

1. To approve "State program on increasing the international competitiveness of higher education system in the Republic of Azerbaijan for 2019-2023 years" (attached).

2. Ministry of Education of the Republic of Azerbaijan:

2.1. To coordinate the implementation of the measures envisaged in the State Program approved by Part 1 of this Decree;

2.2. Inform the President of the Republic of Azerbaijan about the implementation of the State Program once a year.

3. The Cabinet of Ministers of the Republic of Azerbaijan shall resolve issues arising from this Order.
