“Artificial Intelligence and Human Rights” international conference was held in Baku for the first time

On November 15, International Conference on Artificial Intelligence and Human Rights was held in Baku, organized by the European Commission for the Effectiveness of Justice (CEPEJ) and the Institute of Law and Human Rights of ANAS.

Opening the event, Assistant to the first vice president of the Republic of Azerbaijan Gunduz Karimov stressed the importance of the conference to share Azerbaijan's achievements with the rest of the world, as well as to study international experience in the use of artificial intelligence and information technology in the judicial sphere. He noted that modern achievements of world science have been applied in public life under the leadership of President Ilham Aliyev in our country in recent years, three satellites of Azerbaijan have been sent into space, and the "Intelligent Transport" system has been established.

Then the director of ANAS Institute of Law and Human Rights, Dr. Law, Professor Aytan Mustafazadeh noted that, the use of artificial intelligence and robots has shaped a whole new direction in legal science. 

In his speech, President of the European Commission for the Effectiveness of Justice of the Council of Europe (CEPEJ), Dr. Law Ramin Gurbanov said that the European Commission is committed to improving the efficiency and quality of the judiciary, justice and prosecutor's offices in the relevant region. CEPEJ has developed a number of guidelines and other documents to improve the efficiency of justice in member states, as well as research on various topical issues. As one of them, CEPEJ adopted the European Ethics Charter on the use of artificial intelligence in judicial systems and their relationships at a December plenary session, and this is for the first time in Europe, for politicians, legislators and top executives in the field of artificial intelligence provided a framework for regulatory principles that could guide development.

Ramin Gurbanov highlighted the importance of the use of artificial intelligence in human rights, the importance of the use of artificial intelligence in the legal system, as in the Council of Europe member states, and the emphasis on the legal system of the country today.

Remind that, pursuant to the President Ilham Aliyev's Decree "On Deepening Reforms in the Judicial-Legal System" of April 3, 2019, improving the efficiency of justice and the confidence of citizens, facilitating and expanding their access to justice, and diversifying the judicial system and enforcement services, consistent and purposeful reforms in our country regarding the use of technological innovations continue.
