Currently, the management of the Central Scientific Library of ANAS (CSL) applies more effective innovative methods of providing services and, thereby, carries out fundamental reforms in library and information activities. At the same time, reconstruction work is also underway in the structure of the library funds, and the formation of new funds is envisaged.

The Law of the Republic of Azerbaijan "On Science" (2016, article 1.0.13) states: "Scientific innovation is the novelty of the content and means of scientific activity, scientific results and scientific products, as well as technologies for their application and methods of use." Guided by the "principles, goals and priorities of state policy in the field of scientific activity" (Article 3), the creation of academic funds in the CSL with the aim of "ensuring the sustainable and systemic development of science" (3.2.1.) Is considered appropriate.
