President of National Academy of Sciences (ANAS), academician Akif Alizadeh , in his performance at the First Congress of Scientists of Azerbaijan raised the issue on coordination of science: “As we know, scientific activity in Azerbaijan covers, generally the academy, higher educational institutions, the scientific organizations operating at government institutions, and partially the private sector. A certain frequency in scientific researches, irrelevance in scientific subjects and existence of problems of discrepancy with the processes proceeding in world scientific space are inevitable reality in scientific activity. For this purpose, for elimination of complexity of scientific coordination in the republic establishment of the Supreme Council on science and technology at the President of the Azerbaijan Republic is necessary. I think that representatives of the academic institutes, universities, managements of business and the patent have to be a part of council. The decision of Council has to be obligatory for all scientific organizations of the republic”. Academician also noted that one of the important tasks is to increase the role and responsibilities of departments and the Scientific Council of ANAS, by providing organizational flexibility. It was also noted that “Time of moving of the center of gravity coordination of basic research in the department of ANAS already came. Activization of the Council for Scientific coordination of institutions and the implementation date of scientific institutions and departments of the Presidium of ANAS, the report on their activity, and also ensuring transparency in this responsible work is an important task”. Besides, head of ANAS considered necessary meetings by the participation of the Presidium of boards of ministries, and also the invitation of heads of the relevant ministries and managements for performances with scientific reports within these meetings.
