On January 7, 2014 at the II Special Section of ANAS Presidium Central Office under the Chief Executive of Presidential Administration of Azerbaijan Republic from December 17, 2014 held the event dedicated to 25th anniversary of the 20 January tragedy, discussing the results of training of the Civil Defense Forces (CD) of ANAS. At first, the memory of 20 January tragedy was commemorated by a minute of silence. The event was opened by chief of the II Special Section Eldar Guliyev, who noted the importance of the event. He told about crimes committed by the military forces of the USSR in the night from 19 to 20 January 1990 against the civilian population of Azerbaijan, about the courage of our people in their struggle for freedom. It was noted that the tragedy on January 20 made with the purpose to break belief and will of the people to humiliate its national advantage and to show force of the Soviet military vehicle, it was military aggression and a crime of totalitarian communist regime against the Azerbaijani people. By the leadership of the Republic were not taken deliberate steps to identify the perpetrators of the 20 January tragedy and bring them to justice. Only after returning to the leadership of the Republic of Azerbaijan's national leader Heydar Aliyev this monstrous crime committed against an entire people, was given political and legal assessment. E.Guliyev noted: “The Azerbaijani people became on January was the exposed of military, political, moral aggression, it nevertheless showed to the whole world the fidelity to historical traditions of heroism, determination to resist to the most heartrending experiences for freedom and independence of the Homeland, without having spared for the sake of it even the life. Sons and daughters of our Homeland who during bloody January events of 1990 became shahids for freedom and independence of Azerbaijan entered, the dedication, determination to offer themselves, the bright page in the heroic chronicle of our people. Today the Azerbaijani people are proud of the daughters and sons ready to give life for protection of its national advantage and territorial integrity of the independent Azerbaijan Republic. In Day of national grief we revere shekhid's memory and we are proud of their heroism which is immortalized in imperishable memory of the Azerbaijani people”. At the event also made a speech Chief of Staff of Civil Defense of Shamakhi Astrophysical Observatory Bahadur Abdullaev, who spoke about the atrocities committed by Soviet troops during the 20 January tragedy, said that these events will remain forever in the bloody memory of the Azerbaijani people. Then Guliyev informed on the preparation of the action plan on CS for 2015 by Chiefs of Staff of scientific institutions and organizations of ANAS, as well as the current problems. He reminded that according to the plan of the II Special Section in 2014 to form the scientific institutions and organizations of ANAS forces on CS, supervising the activities for CS at the 34 scientific institutions and organizations work was carried out in accordance with the plan. It was noted that training for management staff of CS were successfully carried out at the Institute of Chemistry of Additives, Institute of Geology and Geophysics, Institute of Catalysis and Inorganic Chemistry, Institute of Folklore, Institute of Linguistics and the Institute of Botany. At the event also discussed the problem arising from the orders of the President of ANAS from 24 December 2014.

In summary acted at the event the chiefs of CS staff of institutions and organizations of ANAS Oktay Farzaliyev, Samit Madatov, Murad Shakhmuradov and others who put forward their suggestions and recommendations.
