Azerbaijan National Academy of Sciences

An international conference titled “Sovereignty, Artificial Intelligence, and the Problem of Modern Consciousness” was held at the Institute of Philosophy and Sociology of ANAS.

The event, held in a hybrid format, was attended by the President of ANAS, Academician Isa Habibbeyli, employees of the Institute of Philosophy and Sociology of ANAS, the “Electronic Academy” department of the Presidium administration of ANAS, scientists from Türkiye, Pakistan and other countries, students of the Azerbaijan State Oil and Industry University, and relevant individuals.

In his opening speech at the conference, Academician Isa Habibbeyli underlined that the event was dedicated to the “Year of Constitution and Sovereignty” and that organizing it on the eve of March 27-Science Day was highly significant. Providing information about the history of ANAS, Academician Isa Habibbeyli said that the first foundations of the organization of science in Azerbaijan were laid with the establishment of the Society of Investigation and Study of Azerbaijan in 1923. He pointed out that this organization began functioning as the Azerbaijan State Scientific Research Institute in 1929, and in 1932, Azerbaijan division of the Transcaucasian branch of the USSR Academy of Sciences was established, transforming into the Azerbaijan branch of the USSR Academy of Sciences three years later.   

Academician Isa Habibbeyli said that on March 27, 1945, the Azerbaijan Academy of Sciences was established, with the first 15 founders being determined. Four days later, on March 31, 1945, the Academy’s first General Assembly was held, during which the president, vice presidents, and academic secretary of the Azerbaijan Academy of Sciences were elected, and the first composition of the Presidium, consisting of five members, was formed.

He emphasized that, with the arrival of National Leader in power in 1969, significant achievements were made in the field of science, just as in all other areas in the republic. He noted that this period is regarded as a renaissance phase in the history of the Academy and that the Azerbaijan Academy of Sciences was awarded the USSR’s order of “Friendship of Peoples”. The head of ANAS mentioned that this renaissance period lasted until 1982 and pointed out that the years 1983-1993 are characterized as a phase of decline and crisis in the Academy’s history.

The academician also said that with the return of the prominent statesman Heydar Aliyev to power in 1993, the Academy entered a period of renewal and reorganization. With the Decree of the National Leader, in 2001, the Academy was granted the status of “National”, transforming the Azerbaijan Academy of Sciences into the Azerbaijan National Academy of Sciences.

According to him, the Azerbaijan National Academy of Sciences experienced a period of modernization from 2003 to 2022. As a result of the attention and care of the head of state, the High Technologies Park of ANAS was established, and the new buildings of the National Encyclopedia Center and the Central Scientific Library were put into operation.

“Since 2022, ANAS has entered a period of renewal and reforms. Taking into account the calls of the head of state, the priorities of the Azerbaijani state, and the trends in modern world science, nearly 50 new departments have been established in the academy by internal resources. Among them are departments related to Western Azerbaijan, the Turkic world, digital technologies, and artificial intelligence, which have been identified as priorities by President Ilham Aliyev”-said Academician Isa Habibbeyli.

The head of ANAS said that our state sovereignty was fully restored through the historic victory achieved in the Patriotic War and anti-terror measures under the leadership of the Supreme Commander-in-Chief, with our National Flag now waving across the entire country. The name of President Ilham Aliyev is inscribed in golden letters in centuries-old statehood history of Azerbaijan. He also underlined that our state sovereignty is a national treasure of our people and that the Academy’s Institute of Philosophy and Sociology is conducting significant research on the philosophy of the path to sovereignty.   

At the end of his speech, Academician Isa Habibbeyli said that Azerbaijani scientists would continue to contribute to the country’s development by conducting research taking into consideration the calls of the head of state, the priorities of the Azerbaijani state, and global scientific trends. He congratulated the event participants on the upcoming Novruz holiday and Science Day.

Speaking next, the Director of the Institute of Philosophy and Sociology of ANAS, Doctor of Philosophy, Professor Ilham Mammadzada said that, like all other fields, philosophy is also directly connected to artificial intelligence. “Philosophy cannot remain outside of artificial intelligence today. AI is being utilized in almost every field. Everything is evolving and modernizing. In this context, we, as scientists, also benefit from artificial intelligence to advance our work”-he added.

Professor Kerem Karabulut from Atatürk University of Türkiye (online), heads of departments at the Institute of Philosophy and Sociology of ANAS, Doctor of Philosophy and Professor Adil Asadov, PhD in Philosophy, Associate Professor Faig Alakbarli, Director of  Institute of Peace and Diplomatic Studies of Pakistan Dr. Asif Noor, PhD in Philosophy, Associate Professor Zohra Aliyeva, Doctor of Philosophy Fuzuli Gurbanov, Doctor of Philosophy Abulhasan Abbasov, and the head of “Electronic Academy” department of ANAS, PhD in Mathematics Fariz Imranov also delivered speeches at the conference.
