The 2024 report of the Division of Physical, Mathematical and Technical Sciences was discussed at the meeting of the Presidium of ANAS

An extended meeting dedicated to the discussion of the 2024 report of the Division of Physical, Mathematical and Technical Sciences was held at the Presidium of ANAS.

The event was attended by the President of ANAS, Academician Isa Habibbeyli, members of the Presidium, heads of departments of the Presidium administration, members of ANAS, general and executive directors of the scientific institutions under the division, scientific secretaries, as well as authors of significant scientific publications, heads of scientific departments and laboratories, heads of public relations, education, international relations, and other departments, chairpersons of the Young Scientists and Specialists Councils, and other relevant persons.

At the beginning, the attendees reviewed an exhibition showcasing innovative projects implemented through the application of artificial intelligence in scientific institutions of the division, as well as the achievements of 2024 including published scientific works and books.

The meeting was opened with an introductory speech by Academician Isa Habibbeyli, who provided information about the agenda of the event. He highlighted a significant increase in the number of applied scientific research in recent years, underlining that both fundamental and applied research are conducted at an equal level now. Azerbaijani scientists should contribute to the development of our country not only through scientific results and ideas, derived from fundamental research but also through concrete applied works. He said that the scientific institutions of the Division of Physical, Mathematical and Technical Sciences particularly stand out in this direction and the projects presented today at the exhibition, having broad opportunities for practical application have been met with great interest.

Academician Isa Habibbeyli also emphasized that ANAS attaches great importance and gives special attention to stimulating the activities of young specialists who study international experience, possess technical creativity, and conduct fundamental research. He called on scientists and specialists, as well as academic advisors and consultants, to support young doctoral students and dissertators, who are the future of ANAS, in their scientific works and to take care of them.

The head of ANAS viewed the high scientific results of the scientific institutions of the division as the development of Azerbaijani science in line with the challenges of the modern era, as they are reflected in high-impact factor journals included in prestigious international databases such as Web of Science and Scopus.

Then, the Vice President of ANAS, Chairman of the Scientific Council of the Division of Physical, Mathematical and Technical Sciences, Director General of the Institute of Information Technology of the Ministry of Science and Education, Academician Rasim Aliguliyev presented a report of the division on the scientific and organizational activities for 2024. He mentioned that, in accordance with the decree of the head of state on declaring 2024 as the “Green World Solidarity Year” in the country, as well as COP29 events, held in Azerbaijan last November, numerous international conferences, scientific sessions, seminars, and trainings were carried out in the scientific institutions of the Division of Physical, Mathematical and Technical Sciences.

Academician Rasim Aliguliyev noted that, during the reporting year, the scientific institutions of the division actively participated in the implementation of tasks of state programs, action plans, and roadmaps etc. and provided scientific support to state agencies.

The Vice President of ANAS mentioned that, in 2024, the Division of Physical, Mathematical and Technical Sciences conducted fundamental and applied research on issues arising from the national interests of the country and aligned with the demands and calls of the modern world. In the scientific institutions of the division, 264 research works were carried out on 104 topics related to 35 issues in 7 scientific areas. 44 of the research results were discussed by the division and evaluated as important outcomes.   

Academician Rasim Aliguliyev presented information on the activities of the scientific institutions of the division saying that 17 books (6 abroad) and 1,199 articles (720 in prestigious international scientific journals) of the employees of the division were published in 2024. 409 of these articles were published in impact factor journals and conference materials indexed in the Web of Science database, 530 in the Scopus database. The works of the employees were cited 30,559 times.

Academician Rasim Aliguliyev emphasized that indicators were used to correctly determine the numerical ratio of the scientific staff potential of the scientific institutions and the published articles. He also presented the ranking of the results obtained in the scientific institutions based on scientometric indicators to evaluate activity and productivity of the scientific institutions. The Academician also presented the number of scientists awarded by the Ministry of Science and Education of the Republic of Azerbaijan for their scientific results reflected in the SCOPUS database between 2018 and 2023.

According to the Vice President of ANAS, the work of Azerbaijani scientists in the field of information and communication technologies has been highly valued internationally. Over the past five years, the names of scientists from the Institute of Information Technology have been included in Stanford University’s prestigious ranking list (USA).

In conclusion of his speech, Academician Rasim Aliguliyev put forward several proposals for more effective organization of the activities of the division.

Then, the General Director of the Institute of Control Systems of the Ministry of Science and Education, Academician Ali Abbasov, the General Director of the Institute of Mathematics and Mechanics, Corresponding Member of ANAS, Professor Misir Mardanov, Academician Adil Garibov,  and the General Director of the Institute of Radiation Problems, Corresponding Member of ANAS, Professor Islam Mustafayev spoke about significant achievements of the scientific institutions they represent, important reforms, innovative projects based on artificial intelligence, and high-ranking journals.

The Deputy Director of the State Agency for Science and Higher Education under the Ministry of Science and Education of the Republic of Azerbaijan, Corresponding Member of ANAS, Professor Aminaga Sadygov also made a speech at the event, considering the activity of the division in 2024 was satisfactory and wished success to the scientists and specialists working in the scientific institutions of the division in their future scientific works.

Then, making a speech at the event Academician Isa Habibbeyli mentioned that the meeting dedicated to discussing the 2024 report of the Division of Physical, Mathematical and Technical Sciences included an important exchange of views. He highly praised the division’s activity over the past year and emphasized that the scientific institutions within the division have significant potential in terms of conducting research that makes significant contributions to the science policy pursued by the Azerbaijani state. Academician Isa Habibbeyli added that it is necessary to pay special attention to the training of young Doctors of Philosophy and Doctors of Science.

Following the discussions, the Presidium of ANAS adopted a resolution recognizing the 2024 report on the scientific and organizational activities of the Division of Physical, Mathematical and Technical Sciences as satisfactory and it was decided to include the significant results in annual report of ANAS. Additionally, the division was given relevant directives.
