An international scientific-practical conference on “Azerbaijan and Türkiye: historical relations, new global challenges” was held

On October 17, an international scientific-practical conference on “Azerbaijan and Türkiye: historical relations, new global challenges” was held at the Central Scientific Library of ANAS.

The event was dedicated to October 18 – the Day of Restoration of Independence of the Republic of Azerbaijan, and October 29 – the Republic Day of the Republic of Türkiye.

The national anthems of Azerbaijan and Türkiye were played, and the memory of the martyrs was honored with a minute of silence.

Opening the event, President of ANAS, academician Isa Habibbayli, emphasized the importance of the conference in terms of assessing Azerbaijani-Turkish relations from scientific, political, and ideological perspectives.

Academician Isa Habibbayli stated that, according to the Decree of President Ilham Aliyev dated March 18, 2025, “On celebrating the 80th anniversary of the Azerbaijan National Academy of Sciences,” various jubilee events have been organized in different formats. He noted that ANAS is preparing for the final ceremony of its 80th anniversary to be held in November. The academician emphasized that the Academy’s anniversaries have been celebrated only three times before, noting that the 30th anniversary was held in 1975 thanks to the initiative and care of National Leader Heydar Aliyev. Subsequently, by the relevant decrees of President Ilham Aliyev, the 60th and 70th anniversaries of ANAS were celebrated at the state level in 2005 and 2015, respectively.

For the first time in the history of ANAS, the jubilee events were held abroad — in Ankara and Istanbul, the brotherly cities of Türkiye. He also stated that the 80th anniversary of ANAS was marked at the meeting of the Presidents of the Academies of Sciences of the Black Sea Economic Cooperation (BSEC) member states, and during the General Assembly of the International Association of Academies of Sciences in Minsk, attended by ANAS Vice-President, academician Ibrahim Guliyev. The ANAS President underlined that jubilee events were also organized in Karabakh, Nakhchivan, the Vajiha Samadova Exhibition Hall, and Baku State University. He noted that within the framework of the event at Karabakh University, ANAS donated 1,246 books to the university library. Furthermore, students of Nakhchivan University were provided with reader cards granting them free access to the electronic publications of the Central Scientific Library.

Academician Isa Habibbayli recalled that a jubilee ceremony was also recently held jointly with the New Azerbaijan Party, during which several ANAS employees were admitted as party members.

He stressed that the phrase “One nation, two states,” wisely expressed by National Leader Heydar Aliyev, is a vivid embodiment of the exemplary brotherhood between Azerbaijan and Türkiye and the unbreakable unity of the Turkic world. He added that today, this political course defined by Heydar Aliyev is being confidently, wisely, and progressively continued by President Ilham Aliyev.

The ANAS head noted that throughout the 20th century, the two brotherly countries have always supported each other in all circumstances. Azerbaijan and Türkiye have demonstrated true unity and solidarity not only in domestic politics and bilateral relations but also on the international stage. The mutual respect, sincerity, and shared strategic interests between the two heads of state serve as an exemplary model for the entire Turkic world.

Academician Isa Habibbayli emphasized that the 44-day Patriotic War played a pivotal role in advancing the integration of the Turkic world to a new level. He underlined that the historic Victory achieved by the Azerbaijani Army under President Ilham Aliyev’s “Iron Fist” accelerated the strengthening of unity, rapprochement, and solidarity among Turkic states.

“Today, the Organization of Turkic States has, in a short period, evolved into a prestigious global power center — a well-structured institution defining the framework for joint consultation, cooperation, and strategic development plans of the Turkic countries. This process should be viewed not merely as regional cooperation but as a historic event reinforcing the unity and common values of the Turkic civilization,” the academician added.

He also mentioned that such landmark events as the First Turkological Congress held in Baku in 1926, and the establishment of the Organization of Turkic States in Nakhchivan in 2009, clearly demonstrate Azerbaijan’s position, role, and unifying mission in the Turkic world. He stated that today, Azerbaijan is recognized worldwide as a reliable and valued partner advocating for peace, justice, security, cooperation, friendship, and solidarity.

Highlighting the significant steps taken by Supreme Commander-in-Chief Ilham Aliyev to develop and deepen relations with countries around the world, academician Isa Habibbayli noted that the U.S. President’s words — “You are a great leader” — stand as clear recognition of both President Ilham Aliyev’s leadership and the esteem accorded to the Azerbaijani people. He added that President Aliyev’s participation in the Middle East Peace Summit, held in one of the world’s most complex geopolitical regions, reflects Azerbaijan’s growing global significance.

In conclusion, the ANAS President highly evaluated the international conference as an important event dedicated to Azerbaijani-Turkish unity, solidarity, and the historical development path of the two brotherly nations. He expressed confidence that the conference, held on the eve of the 80th anniversary of ANAS and the national holidays of both countries, would further strengthen scientific cooperation between Azerbaijan and Türkiye.

Later, Hulusi Kılıç — former Ambassador of Türkiye to Azerbaijan and member of the Board of Trustees of the Turkey-Azerbaijan Friendship, Cooperation, and Solidarity Foundation (TADIV) — delivered a report titled “The periods of mutual assistance between Türkiye and Azerbaijan since 1915 and the current proud state of relations between the two brotherly countries.”

He stated that he had devoted the past 20 years of his life to the development of Azerbaijan-Türkiye relations and spoke about the friendship between the two nations since 1915. He noted that although both Azerbaijan and Türkiye have faced numerous challenges throughout history, they have overcome them with resilience. The most gratifying aspect, he said, is that both nations have always extended true brotherly support to each other in overcoming such hardships.

Hulusi Kılıç recalled that after Azerbaijan restored its independence in 1991, Türkiye was the first country to recognize it. He underlined that today Türkiye is not only Azerbaijan’s key political and military ally but also its most significant partner in trade, economy, culture, and many other spheres. The high level of Azerbaijani-Turkish relations contributes greatly to regional progress and the establishment of stability.

He further added that National Leader Heydar Aliyev always attached great importance to strengthening relations with Türkiye. After his return to power at the insistence of the people, a process of comprehensive cooperation between the two countries began.

“The brotherly relations between our states, established by Heydar Aliyev, are now being successfully continued by President Ilham Aliyev. In recent years, Azerbaijani-Turkish relations have reached the highest level — that of alliance — demonstrating the strength and resilience of these ties,” Hulusi Kılıç emphasized.

He also noted the major political significance of the 12th Summit of the Council of Heads of State of the Organization of Turkic States, held on October 7, 2025, in Gabala. He emphasized that the summit became a turning point in the political, economic, and cultural integration of the Turkic world.

According to the speaker, the historic Victory in the Karabakh War, achieved thanks to Azerbaijan’s strong leadership and army, represents not only Azerbaijan’s triumph but that of the entire Turkic world. Through President Ilham Aliyev’s determined will and visionary policy, Azerbaijan achieved its goals and restored historical justice and international law.

The conference also featured reports by Counselor of the Ministry of National Defense of Türkiye Yücel Karauz; Counselor of the Embassy of Türkiye in Azerbaijan Cihangir İşbilir on “The Shusha Declaration: an example of alliance”; and Member of the Milli Majlis, Professor Jalə Aliyeva on “Azerbaijan-Türkiye: two eternally devoted brothers.”

In addition, Director of the Institute of Philosophy and Sociology of ANAS, Professor Ilham Mammadzadeh, presented a report titled “Philosophical foundations of Azerbaijan-Türkiye relations.” The Head of Department at the same institute, Professor Fuzuli Gurbanov, spoke on “The factor of political leadership in Azerbaijan-Türkiye relations,” while Head of Department, Doctor of Political Sciences Ramilya Dadashova, presented “The process of forming a new world order: Türkiye and Azerbaijan,” and Head of Department, PhD in Philosophy, Associate Professor Faig Alakbarli, delivered a report titled “Organization of Turkic States: realities and perspectives.”
