Preparations for the 100th Anniversary of the First Turkological Congress Discussed at the Meeting of the Presidium of ANAS

A regular meeting of the Presidium of the Azerbaijan National Academy of Sciences (ANAS) was held.

The event was attended by ANAS President, Academician Isa Habibbayli, members of the Presidium, heads of departments of the Presidium’s Office, directors of scientific institutions and organizations, as well as other relevant participants.

The meeting was opened by Academician Isa Habibbayli, who informed participants about the agenda.

The first item discussed concerned the tasks arising from the Decree of the President of the Republic of Azerbaijan dated October 22, 2025, “On the Celebration of the 100th Anniversary of the First Turkological Congress.” Speaking on the matter, Academician Isa Habibbayli noted that, according to the Decree, ANAS, the Ministry of Culture, and the Ministry of Science and Education were instructed to jointly prepare and implement an action plan dedicated to the centenary of the First Turkological Congress.

The ANAS President emphasized that preparations for the jubilee have already begun within the Academy. The first event was held on September 30 of this year at the Presidium building of ANAS — a joint scientific conference with the Turkish Language Association titled “From Past to Present: The First Turkological Congress — 100 Years of Common Turkic Humanitarian Thought and Its Prospects.”

Academician Isa Habibbayli stated that the First Turkological Congress played a significant role in shaping the national identity of Turkic peoples in the 20th century. He underlined that over the years, many important studies have been carried out on the Congress, highlighting the research of Professor Adil Babayev as particularly significant.

He also noted that Academician Nizami Jafarov is currently working on a comprehensive research work titled “Lessons of the First Turkological Congress,” dedicated to the centenary of the event. In addition, Professor Nadir Mammadli, Director of the Nasimi Institute of Linguistics of ANAS, has for the first time discovered confidential archival documents of the Congress and is preparing them for publication. Academician Isa Habibbayli expressed confidence that these studies would fill the existing gap in this field and present new historical facts to the public.

Following that, Professor Nadir Mammadli gave a presentation on his discovery of the Congress’s confidential documents and the research he conducted on them.

Dr. Hikmat Guliyev, Director of the Institute of Folklore of ANAS, provided information on the late scholar Jalal Gasimov’s extensive work titled “The First Turkological Congress: Witnesses and Martyrs,” written in this field.

The Presidium adopted a corresponding decision on the preparation of ANAS’s action plan dedicated to the 100th anniversary of the First Turkological Congress.

The next issue discussed concerned preparations for the concluding event marking the 80th anniversary of ANAS. Academician Isa Habibbayli noted that the participation of heads of academies and academic institutions from many countries would contribute to strengthening the international reputation of Azerbaijani science and expanding global scientific cooperation.

The meeting also addressed matters related to welcoming foreign guests, ensuring their participation in the events, and other organizational issues, for which relevant instructions were given.

Another issue on the agenda was the establishment of a “Youth Academy” based on the Council of Young Scientists and Specialists of ANAS. Academician Isa Habibbayli stated that this initiative follows international practice, as similar “Youth Academies” operate within many scientific institutions around the world. He emphasized the importance of this step in supporting the research activities of young scientists and expanding their international scientific relations.

Academician Dilgam Taghiyev, Vice President of ANAS, described the establishment of the “Youth Academy” as a significant step toward the future.

As a result, the “Youth Academy” was officially established within ANAS, and its charter was approved. By another decision of the Presidium, PhD in Chemistry Elmir Babayev was appointed as Chairman of the “Youth Academy.”

The Presidium also adopted resolutions regarding the 85th anniversary of Academician Naile Valikhanli and the 110th anniversary of Academician Ismayil Ibrahimov.

During the meeting, Academician Arif Hashimov, Corresponding Member of ANAS Qurban Yetirmishli, PhD in Biology Esmira Alirzayeva, and others expressed their views and proposals on the discussed topics.
