Minister of Science and Education Emin Amrullayev: “Azerbaijan’s Science and Education System Has Entered a New Stage of Development”

In recent years, the reforms carried out in the country have transformed Azerbaijan’s education system into a center of technological advancement in the region. The formation of scientific strategies in the fields of digitalization and artificial intelligence, as well as the strengthening of research potential in these areas, are among the main priorities of state policy. In particular, deepening approaches to governance, social innovation, and human capital development remain key objectives.

Minister of Science and Education Emin Amrullayev made the statement during a meeting dedicated to the 80th anniversary of the Azerbaijan National Academy of Sciences (ANAS).

The Minister spoke about the great attention and care shown by the country’s leadership to the fields of science and education. He emphasized the exceptional role of National Leader Heydar Aliyev in establishing modern foundations for Azerbaijani science and education and in defining their strategic development directions. He noted that the consistent continuation of this political and ideological line by President Ilham Aliyev has enabled Azerbaijan’s science and education system to enter a new stage of development in recent years. As a logical result of this progress, significant steps are being taken to rebuild the scientific and educational infrastructure across various regions of the country, including the territories liberated from occupation.

According to him, the establishment of Karabakh University represents not only the opening of a new higher education institution but also a historic event symbolizing the restoration of Azerbaijan’s national sovereignty and pride. The creation of this university embodies the revival of science, knowledge, and creativity in the liberated territories.

In his address, Emin Amrullayev also spoke about the vast opportunities ahead for Azerbaijan as a state. He stated that by effectively mobilizing its existing scientific, intellectual, and technological potential, the country has the capacity to become a regional leader within a short period of time. To this end, policies aimed at developing human capital, supporting innovation, and accelerating digital transformation will make an important contribution to the nation’s future development.

Referring to the main directions outlined in the draft “Socio-Economic Development Strategy of the Republic of Azerbaijan for 2027–2030,” the Minister emphasized that increasing the coverage and accessibility of higher education, modernizing curricula, improving quality indicators, and enhancing international competitiveness and academic mobility have been identified as priority areas. He added that under the framework of public-private partnership, advancing science and higher education, strengthening scientific potential, and ensuring financial sustainability are among the key objectives of this strategy. In this regard, the effective transfer of knowledge and technologies will be one of the leading directions of Azerbaijani science in 2027–2030.

Emin Amrullayev stated that the training of scientific personnel is being organized in line with modern requirements through new approaches and projects.

At the end of his speech, the Minister congratulated the staff of ANAS and the entire Azerbaijani scientific community on the upcoming Victory Day and the 80th anniversary of the Academy. He noted that Victory Day symbolizes the historic triumph achieved through the unity, willpower, scientific and intellectual potential of the Azerbaijani people, and the heroism of the victorious army. The further development of Azerbaijani science and the strengthening of intellectual potential at this new stage will serve the country’s future progress as a continuation of this spirit of Victory.
