By drawing on the experience of nearly 20 countries worldwide, a Youth Academy has been established on the basis of the Council of Young Scientists and Specialists of ANAS, and its charter has been approved.
These remarks were made by President of ANAS, Academician Isa Habibbeyli, during his speech at an event titled “From the Council of Young Scientists and Specialists to the Youth Academy,” held at the Presidium of ANAS and dedicated to February 2 – Azerbaijan Youth Day.
Academician Isa Habibbeyli stated that the broad celebration of Youth Day in the country today is not only an expression of great attention and respect shown to young people, but also an important step toward Azerbaijan’s bright future. He noted that such events contribute to the development of young people’s worldview, perspectives, and thinking, while also stimulating the emergence of new young professionals.
Saying that the foundations of the youth movement in Azerbaijan were laid by National Leader Heydar Aliyev, Academician Isa Habibbeyli emphasized that the great leader consistently showed special attention and care toward young people during both the first and second periods of his leadership of Azerbaijan. He pointed out that the National Leader united the youth of newly independent Azerbaijan around forums, provided recommendations for their future development, sought to promote intellectual youth, and as a result, February 2 was declared Azerbaijan Youth Day by his Order.
Noting that the youth policy of the National Leader is being successfully continued by President Ilham Aliyev, Academician Isa Habibbeyli said that this policy has become one of the main directions of the state and is also reflected in the country’s governance structures. He emphasized that today Azerbaijani youth are widely represented in public administration, are appointed to high positions, and make their contributions to the development of the country. Academician Isa Habibbeyli also noted that young people in the regions are always kept in the focus of attention by the Head of State and that all necessary steps are being taken for their development.
The head of ANAS stated that the Presidential Prize for Youth, established by a Decree of the President of the Republic of Azerbaijan, is a clear expression of the attention shown to young people in the country.
Speaking about the steps taken at ANAS in line with the state youth policy to develop intellectual youth, Academician Isa Habibbeyli noted that the publication frequency of the journal “Young Researcher” has been increased to four issues per year, one of which is published in English. He also said that the “Young Scientist of the Year” award has been established for young people who distinguish themselves in scientific research and public activity. In 2025, a scientific article competition titled “Opportunities for the Use of Artificial Intelligence and Digital Technologies in the Humanities and Social Sciences,” dedicated to the 80th anniversary of ANAS, was organized, and 19 young participants were awarded. At the same time, conferences for young people were organized in Nakhchivan and Ganja, and practical steps were taken to develop scientific and intellectual youth in the regions. In addition, young scientists have been sent to internships and professional development courses in Türkiye, Poland, Hungary, Egypt, and other countries, and this process is being carried out on a regular basis. In order to expand opportunities for intellectual youth, doctoral candidates, and dissertation researchers to work with the necessary sources for their scientific studies, the Central Scientific Library of ANAS has been modernized, providing access to nearly 200 libraries around the world. Work has also begun on the digitization of scientific heritage at the Academy, and access to the electronic archive for young people will be ensured once the work is completed. He also noted that football tournaments are being held to ensure the efficient organization of young people’s leisure time and to promote physical health.
Academician Isa Habibbeyli said that one of the important steps taken toward the development of youth is enabling them to defend their dissertations at a young age, noting that a number of significant developments have already been observed in this direction. He also emphasized that young people and representatives of the middle generation are being appointed to leadership positions and are successfully fulfilling their responsibilities.

He noted that the charter of the Youth Academy has already been approved and that the following appointments have been made to leadership positions: Associate Professor Elmir Babayev as Chair, PhD in Philology Shafa Aliyeva as Deputy Chair, PhD in Philology Orkhan Isayev as Head of the Department for the Organization of Scientific and Public Events, PhD in Philology Arzu Iskandarzade as Chair of the International Cooperation Association, and Gunel Azimova as Head of the Digital Mobility Center. Doctor of Philological Sciences, Associate Professor Serkhan Khaveri has been appointed as Scientific Advisor to the Youth Academy.
Stating that the first conference organized by the Youth Academy was held today, Academician Isa Habibbeyli congratulated the youth of the Academy and wished them success in their scientific and public activities.
