Azerbaijan National Academy of Sciences

Another issue discussed at the meeting of the Presidium of the Azerbaijan National Academy of Sciences (ANAS) was the establishment of the Digital Academy, Artificial Intelligence and E-Services Center on the basis of the Digital Academy, Artificial Intelligence and E-Services Department of the Presidium Office of ANAS.

President of ANAS, Academician Isa Habibbeyli, emphasized that in January 2023, in line with the challenges of the modern world and the priorities of the state, the “Electronic Academy” Department was established within the Presidium Office of ANAS. Subsequently, “Electronic Services” departments were created in scientific institutions and organizations of ANAS, and significant progress was achieved in the areas of digitalization, the application of artificial intelligence technologies, and the expansion of electronic services.

He noted that, in accordance with the “Digital Development Concept of the Republic of Azerbaijan,” approved by the Decree of the President of the Republic of Azerbaijan dated January 16, 2025, and the “Artificial Intelligence Strategy of the Republic of Azerbaijan for 2025–2028,” approved by the Order of the Head of State dated March 19, 2025, the “Electronic Academy” Department was renamed in September 2025 as the “Digital Academy, Artificial Intelligence and E-Services” Department. Academician Habibbeyli also stated that, on the basis of the “Electronic Services” departments operating within the scientific institutions and organizations of ANAS, as well as its regional scientific divisions and centers, new departments for digital science and artificial intelligence were established.

The ANAS President подчеркнул that state-level measures implemented in the country in the field of digital transformation, as well as the priorities defined in strategic areas such as artificial intelligence, digitalization, e-governance, and cybersecurity, have necessitated the formation of more modern conceptual approaches in the Academy’s scientific activities. For this purpose, he stressed the need to establish a unified strategic framework for coordinating activities related to digitalization, artificial intelligence, and electronic services within the Academy; to ensure systematic coordination of the activities of relevant structural units established in scientific institutions and organizations; to develop digital infrastructure; and to increase the efficiency of ongoing work in this direction. In this regard, the establishment of the Digital Academy, Artificial Intelligence and E-Services Center on the basis of the relevant department of the Presidium Office was deemed necessary.

Taking these points into account, by the decision of the Presidium of ANAS, the Digital Academy, Artificial Intelligence and E-Services Center was established on the basis of the aforementioned department.
