II Special Section of ANAS hosted the next seminar-training

The next special seminar was held at the II Special Department of the Presidium of ANAS.

Head of the Department of Civil Defense (CD) of the scientific institutions and organizations of ANAS, Head of the Department Eldar Guliyev, took part in the event.

Guliyev noted that Azerbaijan's prominent scholars are invited to regular seminars, and workshop is dedicated to "The causes of the earthquake and the rules of behavior during the earthquake".

E. Guliyev recalled the duties of citizens in the "Law on Civil Defense of the Republic of Azerbaijan", which was later approved by the Decree of the President of the Republic of Azerbaijan dated April 18, 1998.

Then the head of Seismology Department of the Republican Seismological Service Center (RSSC), Doctor of Geological-Mineralogical Sciences Tahir Mammadli's report on "Causes of Seismicity" was heard.

He pointed out that the cause of the earthquakes was due to the fracture zones which were visible on the surface of the Earth or at depth, and that "the earthquake would be there if there was a seismic urgency" paradigm is completely wrong.

Then the report was made by Gulnara Alkhanova, the Head of the Training Department of RSSC and scientific researcher Afag Agazade on the "Rules of behavior during the earthquake". Presenting the report, A. Agazade said that an emergency plan and an emergency case should be prepared before the earthquake, and a safe position should be set.

The reports were warmly welcomed by the participants and exchanged views on the themes.

Later, the Steering Committee's CD training sessions and the CD headquarters officers' warning and assembly exercises were heard in April.

At the end a number of current issues were considered.
