The targeted domestic and foreign policies pursued during the COVID-19 pandemic under the leadership of President Ilham Aliyev, as well as improving public administration, especially exposing and punishing civil servants who violated the rights of citizens, as well as appointing younger and more promising employees to the most important positions, led to to the growing sympathy for the head of state on the part of authoritative international institutions and local ordinary citizens.
