Even in the past, wars over a long period of time followed the norms and principles of international law, and from time to time the laws of war based on justice and human qualities were observed.
The Azerbaijani states, which have an ancient history, political, legal, cultural and moral values, have also regularly adhered to these international legal values and humanitarian principles have been preserved.
