The 90th anniversary of Academician Telman Aliyev was solemnly celebrated at ANAS

On May 13, the 4th International Conference on Problems of Logistics, Management and Operation in the East-West Transport Corridor (PLMO 2025) commenced at the Central Scientific Library of the Azerbaijan National Academy of Sciences.

The conference was dedicated to the 90th anniversary of the birth of the prominent scientist, advisor of ANAS, Academician Telman Aliyev, who made exceptional contributions to the development of computer science and cybernetics in Azerbaijan.  

The international conference was attended by renowned scientists, heads of scientific and educational institutions, representatives of private and public organizations, as well as distinguished scientists from Poland, Georgia, Bulgaria, China, Uzbekistan, and other countries, along with media representatives and other relevant participants.

The event was opened with a welcoming speech by the President of ANAS, Academician Isa Habibbeyli, who mentioned that various events are organized at the Academy within the framework of the Presidential Order on the celebration of the 80th anniversary of the Azerbaijan National Academy of Sciences. He said that events like these include celebrations of the anniversaries of distinguished scientists who played a key role in the Academy’s formation and progress over the past 80 years.

 “Among these distinguished individuals is Academician Telman Aliyev, a prominent figure in the field of informatics in Azerbaijan. The high-level organization of his anniversary celebration is an expression of the scientific community’s respect and esteem for him and it also provides an opportunity to review the achievements of ANAS over the years and the contributions of the scientists who made those achievements possible.”- he said.  

According to Academician Isa Habibbeyli, the goal of this event is also to highlight the achievements of Academician Telman Aliyev to the public and the scientific community, to increase young people's interest in science, and to educate future generations in the spirit of loyalty to the state, patriotism, and Azerbaijanism.

He emphasized the great scientific significance and moral value of the conference, noting that the jubilee events of prominent scholars provide an opportunity to revisit the 80-year history of ANAS, thoroughly analyze and evaluate the achievements gained in various scientific fields, and define perspectives.

The head of ANAS said that Academician Telman Aliyev holds a special place among the great figures of Azerbaijani science, which is rooted in centuries-old rich traditions. Speaking about the meaningful and honorable life path of the jubilarian and his tireless efforts toward the advancement of our science, the President of ANAS noted that Academician Telman Aliyev is one of the founders of cybernetics, computer science, information technologies, and robotics in Azerbaijan. The distinguished scientist played a decisive role in the development of informatics in Azerbaijan and was an organizer of the “Electronic Computing Machines” laboratory, established in 1959, which he led for many years. He is the author of a number of fundamental works at the intersection of cybernetics, computer science, and physics.  

Speaking about Academician Telman Aliyev’s significant contributions to the development of cybernetics and computer science in Azerbaijan, the head of ANAS underlined that the scientist is a person with high human qualities, intellectual capacity, and excellent organizational and leadership skills. Beginning his career as a technician at the Computing Center (now the Institute of Control Systems), Academician Telman Aliyev, through his talent and dedication, steadily progressed in his career, holding positions such as engineer, chief engineer, junior and senior researcher, head of a laboratory, deputy director for scientific affairs, and eventually reaching the position of director. He holds a special place among the main founders of the Institute of Cybernetics.

Academician Isa Habibbeyli noted that the distinguished scientist, who authored scientific works published in various countries, represented Azerbaijani science with honor both within the former USSR and beyond its borders.

The head of ANAS underlined that long-term scientific and organizational work of Academician Telman Aliyev have always been highly valued by the state. He recalled that Academician Telman Aliyev was awarded the “Order of Glory” (Shohret) in 2004, the title of “Honored Scientist” in 2009, the N. Tusi Award in 2015, the international silver medal named after Academician Azad Mirzajanzade in 2018, the “100th Anniversary of Heydar Aliyev (1923–2023)” Jubilee Medal in 2024, and the Badge of Honor from the Council of Elders of the Republic of Azerbaijan.

At the end of his speech, the President of ANAS emphasized that the distinguished scientist Telman Aliyev continues to actively contribute to the implementation of scientific reforms as an advisor to the Academy and supports the development of Azerbaijani science. He wished him good health and achievements in his scientific activity.

Later, the Director General of the Institute of Control Systems under the Ministry of Science and Education, Academician Ali Abbasov, delivered an extensive speech dedicated to the life and work of the famous scientist. He noted that Academician Telman Aliyev led the Institute of Cybernetics for 32 years and that many of the institution’s achievements are closely associated with his name. Ali Abbasov noted that scientists working in the fields of computer science and cybernetics continue to benefit from Telman Aliyev’s scientific contributions and valuable ideas in their current research.

Joining the event online, the Secretary General of the Black Sea Economic Cooperation Organization, Academician Asaf Hajiyev spoke about the high human qualities of the scientist and mentioned that Academician Telman Aliyev’s exceptional contributions in Azerbaijani science serve as a school for future generations.

Vice-President of ANAS and Director General of the Institute of Information Technology under the Ministry of Science and Education, Academician Rasim Aliguliyev, Director General of the Institute of Mathematics and Mechanics, corresponding member of ANAS Misir Mardanov, Director General of the Institute of Geology and Geophysics, Academician Akif Alizadeh, Director of the State Agency for Science and Higher Education Ulkar Sattarova, Rector of Baku State University Elchin Babayev, Executive Director of the Azerbaijan Science Foundation Mehriban Imanova, our compatriot Bakhtiyar Sirajov, who works at the International Atomic Energy Agency and is a Nobel Peace Prize laureate, First Vice-Rector of the National Aviation Academy, Professor Adalat Samedov, Professor Aleksandr Sladkovski, representative of the Silesian University of Technology in Poland and Editor-in-Chief of the international scientific journal “Transport Problems”, Director of the Institute of Machine Mechanics of Georgia, Academician Tamaz Natriashvili, Vice-President of Springer Nature Aleksandr Birukou, Rustam Rahimov, representative of Tashkent State Transport University, Rector of the University of Architecture and Construction, Professor Gulchohra Mammadova, Acting Rector of Sumgayit State University, corresponding member of ANAS Aminagha Sadigov, Rector of Azerbaijan Technical University, Professor Vilayat Valiyev, Chairman of the YAP Yasamal District Organization, PhD in History and Associate Professor Bakhtiyar Nabiyev, and others also delivered speeches at the event, highlighting great works and efforts of the prominent scientist in the sphere of cybernetics and computer science. They also congratulated Academician Telman Aliyev on his 90th anniversary, wished him good health and new achievements.

In his closing speech, Academician Telman Aliyev spoke about the academicians who had been his teachers and the great personalities who had played a significant role in his life. He emphasized that he would continue to work with determination for the advancement of Azerbaijani science.
