The next meeting of the Presidium of the Azerbaijan National Academy of Sciences (ANAS) has been held.
The event was attended by ANAS President, Academician Isa Habibbeyli, members of the Presidium, heads of departments of the Presidium’s administrative office, members of the division, directors of the division’s scientific institutions, and other relevant officials.
First, participants viewed an exhibition reflecting the achievements attained in 2025 by the Division of Chemical Sciences of ANAS and the “Azerbaijan National Encyclopedia” Research Center, as well as published scientific works and books.
Opening the meeting with introductory remarks, Academician Isa Habibbeyli provided information on the agenda. He emphasized that the Division of Chemical Sciences is currently experiencing a qualitatively new stage of development in the context of optimization, structural reforms, and the identification of strategic goals.
The ANAS President highly appreciated the effective activities of the Ministry of Science and Education in restructuring the operations of the scientific institutions under the division in line with global challenges and intellectual demands of the modern era, as well as the innovative approaches applied in management. He noted that the exhibition presented within the framework of the report vividly demonstrates the fundamental achievements of Azerbaijani chemical science.
Subsequently, ANAS Vice-President and Chair of the Division’s Scientific Council, Academician Dilgam Taghiyev, presented the division’s report. He stated that during the reporting year, research conducted at the scientific institutions covered by the Division of Chemical Sciences was carried out in accordance with the “Priority Areas of Scientific Research to Be Implemented in the Republic of Azerbaijan for 2021–2025” approved by ANAS.
Academician Dilgam Taghiyev noted that last year the institutes were guided in their activities by “Azerbaijan 2030: National Priorities for Socio-Economic Development,” the “Socio-Economic Development Strategy of the Republic of Azerbaijan for 2022–2026,” the “First State Program on the Great Return to the Liberated Territories of the Republic of Azerbaijan,” the Action Plan of the “Commission on Business Environment and International Ratings,” and the “Roadmap for Improving International Rating Indicators Related to Scientific Publications.”
The speaker noted that in the reporting year, scientific research across the institutes of the Division of Chemical Sciences was carried out within the framework of 12 problems, 41 topics, and 110 projects. Touching upon the scientific productivity indicators of the institutes, he reported that scientists from the Y. Mammadaliyev Institute of Petrochemical Processes, the A. Guliyev Institute of Additives Chemistry, the M. Naghiyev Institute of Catalysis and Inorganic Chemistry, and the Institute of Polymer Materials published a total of 505 articles, including 263 abroad, and that these articles received 7,300 citations.
The presentation also highlighted that in 2025, 47 publications, including books, monographs, and textbooks (two published abroad), as well as 505 articles (263 published abroad), were issued by research institutions. In addition, 184 articles by staff were indexed in the Scopus database, and 104 articles were published in journals indexed in the Web of Science database.
It was reported that during the reporting year, the division’s research institutions obtained 49 patents, including three abroad.
In addition, the report provided information on the division’s human resources potential and awards, including the celebration last year of the 90th anniversary of the Institute of Catalysis and Inorganic Chemistry, the 60th anniversary of the Institute of Additives Chemistry, as well as the anniversaries of prominent scholars: the 120th anniversary of Academician Y. Mammadaliyev, the 125th anniversary of Academician H. Shahtakhtinsky, the 100th anniversary of Academician T. Shahtakhtinsky, and the 95th anniversary of Academician M. Rustamov.
At the meeting, the Presidium discussed the report presented by Academician Dilgam Taghiyev on the scientific and scientific-organizational activities of the Division of Chemical Sciences for 2025. The division’s annual activities were deemed satisfactory, and a relevant decision was adopted. According to the decision, it was instructed to expand scientific research in result-oriented areas in line with the state-defined “Digital Development Concept” and “Artificial Intelligence Strategy.” Particular emphasis was placed on prioritizing strategic research aimed at the efficient use of mineral raw material resources in the liberated territories, the “Green Growth” priority, and strengthening defense capabilities. At the same time, specific tasks were set for scientific institutions in the fields of obtaining innovative polymer materials, purification of industrial waste, and increasing the effectiveness of medicinal substances. Finally, the division was tasked with strengthening efforts to attract young people to science, enrich chemical science terminology, and promote chemical science.
Subsequently, a report dedicated to the results of the scientific and scientific-organizational activities of the “Azerbaijan National Encyclopedia” Research Center for 2025 was heard. Presenting the report, Deputy Director of the Center, Professor Shaiq Ibrahimov, stated that last year the Center carried out activities related to the preparation of the “Heydar Aliyev Encyclopedia” in connection with the 100th anniversary of National Leader Heydar Aliyev and work on subsequent volumes of the Azerbaijan National Encyclopedia.
The speaker emphasized that, on the initiative of ANAS President Academician Isa Habibbeyli, the preparation of the “Heydar Aliyev Encyclopedia” was envisaged in order to ensure the implementation of the relevant clause of the “Action Plan Related to the 100th Anniversary of National Leader Heydar Aliyev” at the Azerbaijan National Academy of Sciences.
The report noted that, based on the approved glossary, the “Heydar Aliyev Encyclopedia” will reflect the National Leader’s services in the formation of Azerbaijan’s state structure and state symbols, the drafting of the Constitution, army building, and the establishment of national security; a historical overview of his activities carried out for the benefit of the Azerbaijani people and state; his efforts to orient societal ideology toward Azerbaijanism, humanism, and democracy; as well as his successful activities in establishing and developing relations with foreign states and organizations, improving the social welfare of the population and the country’s economy, organizing and developing secondary and higher education, determining priority areas of science, commissioning new clinics in the republic, initiating the Olympic movement in the country, and his unparalleled services in the development of music culture, artistic creativity, museum affairs, the creation and development of historical architectural reserves, and the study and efficient use of natural resources, among others.
The rapporteur noted that initial versions of up to 800 articles to be included in the “Heydar Aliyev Encyclopedia” have been written, more than 300 of which were edited during the reporting year, while the remaining articles are currently undergoing editing.
It was also emphasized that in 2025, the 600-page 11th volume of the Azerbaijan National Encyclopedia, prepared by the Center’s sectoral editorial offices, was published. This volume begins with the article “People’s Uprising in India” and concludes with the article “Iqdam.”
At the same time, the Center’s sectoral scientific editorial offices prepared initial versions of articles for the 12th volume of the Azerbaijan National Encyclopedia and submitted them for editing to the relevant scientific-literary review and bibliography editorial offices in the fields of humanities and natural sciences. During the reporting year, the total number of articles prepared by all scientific editorial offices for inclusion in the next volume of the multi-volume Azerbaijan National Encyclopedia amounted to 2,313. Initial editorial versions of the articles were prepared and submitted to the “Compilation, Technical Design, and Proofreading” department, from where they were forwarded for editing to the relevant scientific-literary review and bibliography editorial offices. Over the year, 1,367 articles intended for inclusion in subsequent volumes of the Azerbaijan National Encyclopedia were reviewed and edited by the “Scientific-Literary Review and Bibliography for the Humanities” and the “Scientific-Literary Review and Bibliography for the Natural Sciences” editorial offices.
After hearing the report, by decision of the ANAS Presidium, the report on the scientific and scientific-organizational activities of the “Azerbaijan National Encyclopedia” Research Center for 2025 was deemed satisfactory, and a relevant decision was adopted.
During the meeting, ANAS Vice-President Academician Rasim Aliquliyev, ANAS Advisor Academician Adil Garibov, Deputy Director of the State Agency for Science and Higher Education and Acting Rector of Sumgait State University, Corresponding Member of ANAS Aminaga Sadigov, Director of the Institute of Petrochemical Processes Academician Vagif Abbasov, Head of Department at Baku State University Academician Abel Maharramov, and Head of the Digital Academy, Artificial Intelligence, and Electronic Academy Department of the ANAS Presidium’s administrative office, PhD in Mathematics Fariz Imranov, delivered speeches. They addressed issues related to the tasks facing Azerbaijani science, evaluation of scientists’ activities based on international standards, improvement of their rating indicators and scientific citation indices, enhancement of mechanisms for material and moral incentives and awards for researchers achieving high scientific results, as well as the application of artificial intelligence technologies against the backdrop of the current state of digital science, the preparation of science and technology statistics using modern methods, and the need to thoroughly study advanced international scientific experience in these areas.
Following the discussions, by decision of the ANAS Presidium, the reports on the scientific and scientific-organizational activities of the Division of Chemical Sciences and the “Azerbaijan National Encyclopedia” Research Center for 2025 were approved, and it was decided to include the significant results achieved in the annual report of ANAS.
In his concluding remarks, Academician Isa Habibbeyli stated that over the past two years, reports of scientific organizations at ANAS have also been conducted based on new scientific and methodological standards. He noted that raising the reports presented annually to the level of modern criteria in order to enhance quality and efficiency in science has been identified as one of the key requirements going forward.
