Azerbaijan National Academy of Science

Today, a notable scientist in forensic medicine, anthropology and law fields in the country, corresponding member of ANAS Shakir Mazlum oghlu Musayev is 60 years old.

Shakir Musayev was born in Eyvazkhanbeyli village, Aghdam region on March 15, 1957. After finishing secondary school in 1974 he entered Azerbaijan State Medical Institute after N.Narimanov and graduating from treatment-prophylaxis faculty in 1980 became a doctor, then graduated BSU law faculty and possessed the profession of a jurist.

In 1991 he gained PhD in Medicine and Doctor of Science degree in Medicine in 1997 and in 1999 received the title of professor. Since 1994 he is the chief of "Forensic Medical Examination and Pathological Anatomy" department at the Azerbaijan State Doctors Improvement Institute named after A. Aliyev, chairman of “Forensic Medical Experts and Anatomists-Pathologists Society”, and Senior Forensic medical expert at the Health Ministry. 

Development of modern high-technology methodology on identification of the personality (various aspects and results of this work are reflected in "A state program on a solution of the problem of identification of the personality" of the Russian Federation); new data on anthropology of the Caucasus in general and Azerbaijan in particular; the solution of some problems and development of the corresponding documentation (laws, amendments, regulations, etc.) for legal system of Azerbaijan are his research objects.

The scientist has prepared 2 doctors of sciences and 6 PhDs. He has 458 scientific publications, including 8 manual (one has been published in the Russian language abroad), 36 monographs (2 of them were published abroad in English), more than 50 methodical and numerous articles (207 of them were published abroad), thesis, invention and rationalization proposals. His "Medico-criminalistic Identification of populations of Caucasus on skull" (in English and Russian languages) book has been included in the International Law Library in Helsinki in 2000 by the decision of the 13th International Association of Forensic Sciences, and the other "Forensic medicine" is being used at the higher medical institutions in Russia.

Professional activities of Sh.Musayev lead to globally recognition of military aggressions against our independence, terrorism, genocide, and especially grave crimes. He took place in the professional group, including commissions of international experts, both as a chief and a leading specialist: 1918 genocide of Azerbaijanis (Guba and Neftchala events), the bloody events of January 1990, Khojaly genocide, terrorist acts in Baku metro and Azerbaijan State Oil Academy, including man-made disasters.

He played an exceptional role in the identification of the bodies of the national hero Mubariz Ibrahimov and the martyr Farid Ahmadov, as well as the transfer of the graves of 26 Baku commissars in order to restore the historical truth.

The high degree of reliability and reliability of the results of examination of the bone remains of the famous seafarer Vitus Bering (1994), the bodies of the last Russian Emperor Nicholas II and his family members (1998), the repressed former Bishop Mitrofan was praised by international experts. Sh. Musayev based on the appeal of the famous traveler and historian Tura Heyerdahl conducted research on the common ethno genesis of kinship ties between the populations that moved from Azerbaijan to the territory of Scandinavia in the 1st century A.D. and the present population of Norway.

For 30 years now, the scientist has been engaged in pedagogical activity. During this time he prepares students of the Faculty of Law, Police Academy, cadets of the Academy of the Ministry of Justice, doctors, residents, employees of the Ministry of Internal Affairs and the Prosecutor's Office.

Sh.Musayev is an active member of the International Association of Forensic Sciences (since 1999), the World Academy of Forensic Medicine (İALM), the Network of European Scientific Institutions (ENFSİ), the American Academy of Forensic Science (AAFS), the European Bureau of the Association of World Lit. Sciences and Legal Knowledge, The Presidium of Judicial Experts of the Member States of the Islamic Organization, the Association of Russian Forensic Medical Experts, the Scientific and Medical Council of the Ministry of Health of the Republic of Azerbaijan, the Scientific Advisory Board of the Supreme Court, and the International Academy of Humanitarian Studies of the Turkic World and the European Academy of Natural Sciences.

The scientist was awarded with the Honorary Diplomas of the Ministry of Health and the General Prosecutor's Office for achievements in the development of science, technology and education and the introduction of these results in health care, the law enforcement system of public life. His work was highly appreciated by international structures. In different years Sh.Musayev was awarded the medal of the Laboratory of Criminal Investigations of the USA, the Certificate of Honor of the Academy of Judicial and Legal Sciences of the USA, the medal "The Golden Crown" of the European Academy of Natural Sciences, the "Gold Star" medal of the International Academy of Humanitarian Studies of the Turkic World, the "Golden Crown" medal Honorary inhabitant of the city of Vilnius.
