In accordance with the Decree of the President of the Republic of Azerbaijan "On the 100th Anniversary of the Azerbaijan Democratic Republic" dated May 16, 2017 and the relevant Action Plan of the Presidium of ANAS, the Scientific-Practical Conference dedicated to the 100th Anniversary of the Azerbaijan Democratic Republic.

Director of the Institute, Professor Nazim Muzaffarli spoke about the history of the first parliamentary republic in the East - the cause of its collapse.

"Establishment of the Azerbaijan Democratic Republic on May 28, 1918, is a glorious event in the history of our people," said the director of the institute, stressing the need for a thorough study of the ADR’s economy from a scientific point of view. He pointed out the role of the Institute of Economics in this direction.

Then, the leading scientific worker of the institute, i.f.d. Seyfeddin Samandarov made a report on "Economic Reforms in Azerbaijan Democratic Republic". The rapporteur spoke about the political, socio-economic situation in the country, the historical conditions, the realities of the era, the main features of the national liberation movement, and the struggle of the people for self-determination. He was the founding member of the Popular Front Party, proclaiming the independence of Azerbaijan in Tbilisi on May 28, 1918, the adoption of the Declaration of Independence, the liberation of the Caucasian Islamic Army from the Armenian-Bolshevik occupation of Nuri Pasha, the composition of the AXC government, From Tbilisi to Ganja, then to Baku, about the measures taken in the field of state building in the shortest period of time.

S.Samandarov analyzed the essence and goals of the economic reforms implemented by the ADR government for a total of 23 months, including agrarian reform, transfer of lands to peasants, creation of equal conditions for all forms of ownership, fiscal policy, issuance of national currency, budgeting, reconstruction of the destroyed infrastructure, the steps taken in the direction of industrial development, and the work done in the field of foreign trade relations.

Professor Isa Alyev, PhD in economics Samira Abasova, Agil Asadov, Ilkin Soltanli, Jalil Guliyev and others emphasized the importance of the ADR period to be studied and informed about future generations.
