International conference “Support of intellectual property to the economy of knowledge and innovations” kicked off

International conference on "Support of intellectual property to the economy of knowledge and innovations" by organizational Agency for Intellectual Property of the Republic of Azerbaijan (AIP), Ministry of Education, World Intellectual Property Organization (WIPO) and Eurasian Patent Organization kicked off at the Heydar Aliyev Center in Baku on May 5.

State and government officials, parliamentarians, university rectors, leaders and representatives of international organizations, representatives of science and education took part at the event.

Chairman of the Board of the Agency for Intellectual Property of the Republic of Azerbaijan, Kamran Imanov, highly appreciated the visit of the General Director of WIPO Francis Gurry, spoke about the successful results of cooperation with this structure. It was noted that, at the present time "National project for the policy of intellectual property in universities and research institutes", prepared by the Agency for Intellectual Property in cooperation with the Ministry of Education and WIPO, is being implemented in our country.

The project is aimed at commercialization of scientific and research results in our country, improvement of applied mechanisms, creation of favorable conditions for the application of high technologies in the economy and the goals of increasing economic efficiency. In this regard, in 2017, the Joint Declaration was signed. In 2016-2017, with the cooperation of WIPO, three international events took place on these issues, known foreign experts provided the necessary assistance in the field of intellectual property policy in scientific institutions, and trained specialists. At the current exhibition, reflecting the results of cooperation, the results of activity of start-ups and spinouts are demonstrated.

Speaking at the event, General Director of WIPO Francis Gurry spoke about the useful and fruitful cooperation with the AIS, underscored the importance of expanding the ties between the two structures.

Then, ANAS president, academician Akif Alizadeh spoke. Scientist said that, it is necessary to continue the development of cooperation between science and business in Azerbaijan.

A.Alizadeh noted that one of the important steps in this direction became the creation of a High-Tech Park under the National Academy of Sciences, which now has 13 residents.

"One of the most important aspects of scientific and business cooperation in the world practice is the creation of technology parks in research institutes," A.Alizadeh said and brought to attention that the establishment of the "High Technologies Park of ANAS", the corresponding decree of the head of state of November 8, 2016 is one of the important steps taken in this direction. He said that ANAS and the High-Tech Park, which took real steps towards forming cooperation between science and business, successfully implemented a number of projects in a short period of time.

Minister of Education Jeyhun Bayramov in his speech said that, on the basis of successful development lies the improvement of a knowledge-based society and a competitive environment with technological innovations. He noted that the role of science and education in ensuring sustainable and comprehensive development in the conditions of the knowledge and innovation economy has significantly increased. One of the key priorities of the strategy successfully implemented by President Ilham Aliyev is the formation of a knowledge economy, the establishment of effective relations between education, science and innovation.

President of the Eurasian Patent Organization, Ms. Saule Tlevlesova, noted that, Azerbaijan is one of the eight members of the organization. Last year, the organization received 37 applications in the relevant field. In total for twenty years of activity of this organization 320 applications have been submitted, and 240 inventions are registered. Currently, 7,300 patents are supported from Azerbaijan. 80% of applications in the country fall to the share of scientific institutions, academies and institutions.

Then, the participants of the event got acquainted with the start-ups created by the universities and the exhibition reflecting their achievements.

At a conference in which well-known foreign experts took part were listened reports on the "Intangible Assets in Global Value Chains" (WIPO's 2017 Report) of the World Intellectual Property Organization", "Innovation and Energy", etc.

Within the framework of the international conference, a regional seminar on "Intangible assets and global value chains: How can the economy use the benefits of innovation?" is organized.
