II Special Department hosted a seminar on self-help during thermal injuries and poisonings

II Special Department of the Presidium of ANAS held a next training seminar. The event was attended by head of the medical service of the Armed Forces CD of the AR Ministry of Emergency Situations, Colonel Elchin Aligulyov, head of the Civil Defense Department of the Ministry of Emergency Situations, Lieutenant-Colonel Fuad Abdulrashidov, heads of staffs of scientific institutions and organizations of ANAS and members of ANAS health group.

Opening the event, head of the II Special Department Eldar Guliev informed the participants about the issues on the agenda. He noted that seminars, trainings and other events dedicated to the Civil Defense are organized in accordance with the Law of the Cabinet of Ministers of the Republic of Azerbaijan "On Civil Defense", the Law of the Cabinet of Ministers of the Republic of Azerbaijan "On Ensuring Civil Defense" of September 25, 1998 and the recommendations of the Ministry of Emergency Situations. E.Guliev reminded that, during 6 months of the current year, a number of measures were taken for the Academy staff in accordance with the rules of conduct during emergencies.

The reports were delivered by the Deputy Director for Scientific Affairs of ANAS Institute of History, PhD in history Djabi Bahramov on "Political processes occurring in the world and the international situation", Deputy Director for Scientific Affairs of ANAS Institute of Radiation Problems, PhD in physics Ravan Mehtieva on "Radiation safety in the Republic of Azerbaijan", head of the Republican Center of Seismological Survey, Doctor of Geology and Mineralogy Sciences Tahir Mammadli on" Causes of earthquakes and rules of behavior during earthquakes".

Head of the department also said that ANAS staff are regularly informed by the Armed Forces of the Civil Defense Ministry of the Ministry of Emergency Measures about providing first aid to people affected by emergency situations. Then, head of the medical service of the Armed Forces of the Civil Defense Ministry of the Ministry of Emergency Situations, Colonel Elchin Aligulov delivered report on "Self-help and mutual assistance in thermal injuries and poisonings during emergencies". He noted that burns (thermal damage) are divided into IV degrees, depending on the changes occurring in the skin layers. He brought to the attention that burns are thermal, chemical, radiation and electrical. It was emphasized that, thermal burns occur as a result of exposure to the skin of fire, hot substances and solutions, as well as high temperatures. In case of burns, it is necessary to keep the area under cold water, cover with clean material and apply ice. E.Aligulov said that, chemical burns caused by acids, alkalis and some volatile substances should be treated with cold water, and wounds, formed as a result of a burn from weak alkaline solutions can be treated with vinegar or lemon juice.

He stressed that, since during the electric shocks more than one site is damaged, and all the organs, first of all, it is necessary to immediately turn off the current. The head of the service noted that during the burns it is forbidden to remove clothing, to pierce blisters, to wound the surface with a bandage, to wash the contamination from the surface of the skin, to cover dust on the affected area or to treat with solutions containing alcohol. E.Aligulov noted that, the burn treatment is conducted in a closed, open, mixed and surgical manner, and cases of death from burns, arise from burn shock, burn diseases, infections and toxemia.

Further, was given information on self-care during poisoning. He noted that, poison is a substance harmful to the body that causes toxic symptoms. The poison has neurotoxic, cardio toxic, hepatotoxic and nephrotoxic effects, and today 80% of poisonings are observed in children under 5 years.

The speaker drew attention to the fact that poisonings in Azerbaijan occur in the spring and summer, and their main causes are hydrocarbons, cleaning products and food products. And in winter the most common cause of poisoning is carbon monoxide. He noted that toxic substances enter the human body through respiratory, skin and mucous membranes, and the symptoms appear after 2-4 hours, and in some cases 6-8 hours later. The reporter added that in this case there is a loss of consciousness, dizziness, discomfort, vomiting, inadequate behavior, convulsions. Then, information was given on the methods of purifying the body of toxic substances.
