The head of the department Eldar Guliyev opened the seminar and informed the participants on the agenda issues. He also informed seminars, workshops and other civil defense seminars in the ANAS according to the Decree of the head of the state on "Application of the Law of the Republic of Azerbaijan on Civil Defense".

E.Guliyev also mentioned about the establishment of observation laboratories in institutions of Petrochemical Processes and Catalysis and Inorganic Chemistry. In addition, in 2003, at the initiative of the United States and International Atomic Energy Agency, Radiochemistry Laboratory was established at the Institute of Radiation Problems. Nuclear energy is widely used as an alternative energy source, and currently more than 40 percent of the world's energy resources are owned by NPPs, she said in her report.

The report was welcomed by the event participants and the questions were answered.

Later, in April, the Board of Directors' MC Chiefs on MC training were heard.
