The third meeting of the Working Group on Scientific and Technical Cooperation between Azerbaijan and Belarus was held

The third meeting of the Working Group on Scientific and Technical Cooperation between Azerbaijan and Belarus was held online due to the pandemic.

Meeting brought together the delegation of ANAS led by the first vice-president of ANAS, academician Ibrahim Guliyev, Executive Director of the Science Development Fund under the President of the Republic of Azerbaijan Mehriban Imanova,  officials of the Ministry of Economy, Ministry of Emergency Situations, Ministry of Education, Ministry of Transport, Communication and High Technologies, as well as the State Oil Company, Baku State University and Azerbaijan Technical University.

The delegation led by First Deputy Chairman of the State Committee for Science and Technology Andrei Kosovski, representatives of the National Academy of Sciences of Belarus, an official of the Foundation for Fundamental Research of Belarus, Gomel State University named after Skorin, heads of Yankee Kupala Grodno State University, Belarusian University of Informatics and Radio Electronics, Minsk City Technopark and ATOMTEX unitary enterprise, as well as Ambassador Extraordinary and Plenipotentiary of Azerbaijan to Belarus Latif Gandilov and Ambassador Extraordinary and Plenipotentiary of Belarus to Azerbaijan Gennadi Akhramovich have attended the meeting.

The event was opened by the Chairman of the Working Group from Azerbaijan, academician Ibrahim Guliyev and the Chairman from Belarus Andrey Kosovsky, who highlighted the state and prospects of development of science, technology and innovation in Belarus and Azerbaijan, the results of cooperation.

Academician Ibrahim Guliyev noted the role of the Agreement on Friendship and Cooperation between the Republics of Azerbaijan and Belarus, signed in 2007, in the development of relations between the two countries in the fields of science, education and technology. He stressed the importance of the project competition under the Agreement signed between ANAS, Science Development Fund under the President of the Republic of Azerbaijan, National Academy of Sciences of the Republic of Belarus and the Fund for Fundamental Research of the Republic of Belarus.

Then,first vice-president informed about the scientific and applied results of 5 projects implemented by the scientific institutions of ANAS together with the educational institutions of Azerbaijan and Belarus and the Azerbaijan National Aviation Academy within the framework of the competition.

He noted that all 3 projects implemented in the field of biological, agrarian and chemical sciences within the competition announced between ANAS and DETK in 2018 have achieved successful results. The first vice-president of ANAS spoke about the long-term experience of Belarus in the field of technology transfer, and expressed confidence that the use of this experience will yield positive results.

Kosovski stressed the role of these projects in enhancing the scientific potential of both countries and their importance for the economy, noting the importance of continuing joint work between Azerbaijan and Belarus, expanding cooperation in research and innovation, taking into account the achievements and experience of cooperation. He informed about the provisions of the plan of scientific and technical cooperation for 2020-2022, and discussed the proposals of Belarusian organizations interested in cooperation in this area. Speaking about the priority areas of scientific, scientific-technical and innovative activities for the next 5 years, A. Kosovski spoke about digital information and communication and interdisciplinary technologies, mechanical engineering, equipment creation and innovative materials, biomedical directions, biotechnology, infectious and non-infectious. He proposed to establish cooperation in the diagnosis, prevention and treatment of diseases, artificial tissues and organs, pharmaceutical technologies and medicines, the creation of new materials.

In their speeches, Ambassadors Extraordinary and Plenipotentiary Gennadi Akhramovich and Latif Gandilov stressed the importance of cooperation between the two countries in the field of high technology.

Vice-president of ANAS, chairman of the Division of Biological and Medical Sciences, academician Irada Huseynova noted the scientific researches carried out by ANAS in the field of biomedicine and the prospects of joint research between the two countries. The scientist stressed the need to conduct molecular genetic research in modern times and the application of the results in clinical medicine, the need for research in computer biology, the application of artificial intelligence in medicine. Academician I.Huseynova said that the scientific program prepared for the post-pandemic period under the leadership of the President of ANAS, academician Ramiz Mehdiyev includes molecular-genetic research on the population of Azerbaijan.

Esmira Alirzayeva, PhD in Biology, Head Office of Foreign Relations of the Presidium of ANAS, discussed the provisions of the program of scientific and technical cooperation between Azerbaijan and Belarus for 2020-2022. , noted that an agreement has been reached between business structures. Director General of the High Technologies Park of ANAS, academician Ali Abbasov and Director of the Minsk City Technopark Vladimir Davidovich spoke about the commercialization of science and the need to establish cooperation between the technoparks of the two countries.

Director of the Institute of Physics of ANAS, academician Nazim Mammadov and vice-rector for international relations of Baku State University Shahin Panahov, as well as vice-rectors of the participating universities of Belarus put forward proposals on the provisions of the program. Emil Guliyev from the Ministry of Economy of the Republic of Azerbaijan, Fikret Aslanov from the Ministry of Emergency Situations, Ilgar Dadashov from the Ministry of Education, Ayan Karimova from the Ministry of Transport, Communications and High Technologies, and others shared their opinions on intended joint activity directions.

Finally, academicians Ibrahim Guliyev and Andrey Kosovski said that the topics discussed were important and would promote the development of effective cooperation, and wished success to the work of the Working Group.
