The next meeting of the Presidium of the Azerbaijan National Academy of Sciences was held on January 22.
The event was attended by the President of ANAS, Academician Ramiz Mehdiyev, members of the Presidium, heads of departments and divisions of the staff.
Opening the meeting, academician Ramiz Mehdiyev informed the participants about the issues on the agenda of the meeting.
Speaking about the results of the inspection conducted at the Institute of Radiation Problems of ANAS, Rasim Agasiyev, Head of the Legal and Personnel Department of the Presidium of ANAS, said that it was established by the decision of the Presidium of ANAS dated December 11, 2020. The commission conducted an inspection at the Institute of Radiation Problems on January 7-12, 2021 to study the current state of personnel, clerical, financial, labor and executive discipline, as well as scientific devices and equipment for 2018-2020. He said that the inspection revealed a number of shortcomings and deficiencies.
He noted that discussions were held with the management of the enterprise and heads of relevant departments on the inspection report prepared by the Commission. Taking into account the above-mentioned, the director of the Institute of Radiation Problems, corresponding member of ANAS Ogtay Samadov and the deputy director on general affairs of the institute Hokman Mahmudov were dismissed for serious shortcomings in their work. It was decided to continue his scientific activity in the laboratory headed by Ogtay Samadov at the Institute of Radiation Problems. Also, labor discipline measures were taken against a number of employees of the enterprise.
The next issue discussed at the event was the results of the inspection conducted at the Institute of Biophysics of ANAS. Presenting the results of the inspection, Rasim Agasiyev, Doctor of Philosophy in Law, noted that in order to study the current state of personnel, clerical, financial, labor and executive discipline, as well as scientific devices and equipment at the Institute of Biophysics for 2018-2020. The inspection was carried out in January. The inspection revealed minor shortcomings in the personnel and clerical activities of the enterprise. Rasim Agasiyev said that there were no financial violations in the activities of the institute, which was established in 2016. He said a short-term seminar was organized for employees to prepare documents in accordance with the law.
The Presidium instructed the director of the enterprise, corresponding member of ANAS Oktay Gasimov to eliminate the mentioned shortcomings.
The issue of preparation for the General Meeting of ANAS was also discussed at the meeting.
The next issues discussed by the Presidium were related to the amendments and additions to the Charter of the Academy, the effective and efficient use of funds allocated from the state budget to ANAS and the application of proper financing mechanisms to the state budget of ANAS for 2021.
A number of personnel issues were also considered at the meeting. Decisions were made to approve academician Arif Hashimov as director general of the Institute of Physics and academician Ali Abbasov as director general of the Institute of Control Systems. In addition, Doctor of Physical Sciences Anar Rustamov was appointed Executive Director of the Institute of Physics, and corresponding member of ANAS Aminaga Sadigov was appointed Executive Director of the Institute of Control Systems. It was noted that the director of the Institute of History named after Abbasgulu Aga Bakikhanov of ANAS, academician Yagub Mahmudov was dismissed from the post of director of the institute with his application and it was decided to appoint him to the post of adviser to the President of ANAS.
Academicians Dilgam Tagiyev, Adil Garibov, Rasim Alguliyev, Ali Abbasov, Arif Hashimov, corresponding members Oktay Gasimov, Ogtay Samadov, Aminaga Sadigov and others spoke at the discussions on the issues on the agenda.
Speaking at the end, academician Ramiz Mehdiyev commented on the inspections carried out in the institutes, emphasizing the inadmissibility of the shortcomings, the importance of serious attention to applied and fundamental research in research institutions, as well as management issues. He stressed the importance of focusing the Academy's activities on solving the tasks set by the state in all directions and ensuring the active participation of Azerbaijani science in world science, including the integration of scientific institutions, and using the fertile environment created for the development of science. Academician Ramiz Mehdiyev expressed confidence that the newly appointed heads of scientific institutions will use their scientific potential to turn their institutes into leading scientific institutions and successfully move towards the goals of integrating Azerbaijani science into the world.
