II Special Department of the Presidium of Azerbaijan National Academy of Sciences of (ANAS) held the next training-seminar.

Opening the event, Head of the II Special Department Eldar Guliyev briefed the staff working in the institutions and organizations of the Academy with the military registration and reservation of military service, with the issues on the agenda.

First of all, he mentioned the Order of President of ANAS, Academician Akif Alizadeh on the preparation of an annual report reflecting the state of the military registration and reservation in academic institutions dated October 21, 2015. Eldar Guliyev noted that, military registration and reservation of employees of the Academy is carried out on the basis of the Law of Azerbaijan Republic "On mobilization preparation and mobilization", as well as decision of the Cabinet Ministry on "Procedure for conducting military accounting of recruits and persons liable" in accordance with the Law on "Military Duty and Military service". Having said that, in the annual reports that reflect this area, there are some shortcomings, head of Department stressed that the existing problems can be solved by inviting experts from relevant organizations. 

The seminar attended by the Head of Mobilization Sector of Legal Department of the Ministry of Economy and Industry of the Republic of Azerbaijan Bahruz Mammadov. Guest told about the events held in the country in the field of economy and mobilization and on tasks necessary for the implementation of the relevant laws and regulations. Having said that, were drawn up rules on mobilization preparation, Bahruz Mammadov noted that, in this regard, the Cabinet of Ministers was established republican commission, and for the organization of the security forces in this area working group was formed.

Stressing that, the information held during mobilization activities should be spread among the population, he added that academic institutions and organizations it is advisable to carry out research, reflecting the activities of economic sectors during the war, and relevant institutions need to submit a proposal on the status of mobilization training during the war .

Then, the representative of the State Service on mobilization and conscription of Azerbaijan, Lieutenant-Colonel Azhdar Babazadeh stressed the need to correct the parallel conduct registration of the population, including the military registration, passport registration and registration at the institution where works one or another citizen.

He added that, the preparation of the annual report on the conduct of military registration and reservation in scientific institutions need to fill in the documents stipulated on decree # 76 of the Cabinet of Ministers, to identify gaps and ways to address them, etc.

The seminar-training also attended by employees of the State Service on mobilization and conscription of Azerbaijan Bariz Zohrabov. First, he noted that the Law on "Mobilization preparation and mobilization" there is a point that related with the organization of the event.

Adding that, in recent years have increased military-patriotic citizens in country, the expert said on items relevant laws and stressed that it is impossible to mobilize without proper registration.

During the second part of the event were held hearings on the state of military registration and reservation in scientific institutions and organizations of ANAS and recommendations were made to improve the rules of reporting in this area (Form 6).
