On February 28, an event titled “Civil defense is the guarantee of safety of the population”, dedicated to March 1-World Civil Defense Day, was held in the Main Building of ANAS.
The event, jointly organized by the Main Department for Civil Defense of the Ministry of Emergency Situations and the Azerbaijan National Academy of Sciences was attended by officials responsible for civil defense from ANAS, relevant ministries, state bodies, chairpersons of commissions for emergency situations of the executive bodies of districts and representatives of international organizations.
First, the conference participants laid wreaths and flowers at the bust of the Great Leader Heydar Aliyev at ANAS, commemorating his memory.
Afterwards, the attendees got acquainted with the exhibition organized by the Ministry of Emergency Situations.
At the beginning, the participants of the event watched a video about the activities of the Ministry of Emergency Situations in the field of civil defense.
Opening the meeting with an introductory speech, the President of ANAS, Academician Isa Habibbeyli provided detailed information about the goals and objectives of World Civil Defense Day. Emphasizing the important role of civil defense in ensuring the protection of the population, the head of ANAS mentioned that, preventing and combating emergency situations in our country has become one of the most crucial tasks of the 21st century. “In the modern world, humanity is threatened not only by wars but also by natural disasters, for which it is necessary to develop new technologies, train specialists capable of using these technologies, enhance their professionalism and strengthen the sense of patriotism.”-he said.
According to the head of ANAS, if the forces of the Ministry of Emergency Situations of a country are strong, it becomes more effective to protect from natural disasters, prevent any risks and catastrophes, and ensure stability and development in society. Currently, thanks to the special care and attention of President Ilham Aliyev, the country’s system of protection from emergency situations is rapidly developing, improving, and meeting the requirements of modern times. The professional activities of the staff of the Ministry of Emergency Situations of Azerbaijan, during the extinguishing of large fires and the elimination of the consequences of earthquakes, both in our republic and in brotherly Türkiye, make a significant contribution to the development of relations between the two countries.
Academician Isa Habibbeyli said that civil defense is an integral part of the country’s overall defense system. He underlined that the civil defense forces of the Ministry of Emergency Situations demonstrate high professionalism in ensuring safety of the population in our country. He noted that just as a regular and professional army is crucial, civil defense forces are equally important.
The President of ANAS underlined that during the Patriotic War, thanks to the “Iron Fist” strategy of the President of Azerbaijan, Commander-in-Chief, Ilham Aliyev, Azerbaijan achieved a great victory. Just as the Azerbaijani Army demonstrated its technical capabilities, our civil defense forces also operated effectively in various situations, repeatedly proving their professionalism and patriotism.
Academician Isa Habibbeyli said that institutions related to civil defense also operate under ANAS. The relevant departments of the Ministry of Emergency Situations, responsible for this field, pay great attention to the organization of works in the field of civil defense within the Academy.
The head of ANAS underlined that World Civil Defense Day is celebrated annually by the Ministry of Emergency Situations in various institutions and regarded the first-ever event dedicated to this significant day at ANAS as an important step in the developing cooperation between the Ministry of Emergency Situations and ANAS. On behalf of the institution he leads, the academician expressed his gratitude to the leadership of the Ministry of Emergency Situations.
Then, Major General Niyazi Zamanov, Head of the Main Department for Civil Defense of the Ministry of Emergency Situations spoke about the history of World Civil Defense Day. He underlined that this significant day was established based on the decision of the International Civil Defense Organization in 1972. Niyazi Zamanov noted that Azerbaijan has been a member of this international organization since 1993 and added that since 1995, various events focusing on specific themes have been organized annually in the country on the occasion of the World Civil Defense Day.
The head of the Main Department emphasized that the primary goal of celebrating World Civil Defense Day is to attract public attention to civil defense organization issues.
Niyazi Zamanov also spoke about the role of the International Civil Defense Organization in the effective organization of civil defense and the participation of the Ministry of Emergency Situations in sessions held by the General Assembly of this organization in various years.
Next, speeches were heard. The speakers discussed the importance of telecommunications in ensuring the safety of the population, the role of the railway transport structure in this area, the organization of civil defense at the Azerbaijan National Academy of Sciences, the main principles of organizing civil defense activities in local executive authorities, and more.
On the occasion of March 1-World Civil Defense Day, individuals who demonstrated effective work in organizing civil defense activities within their respective organizations were awarded honorary certificates by the Ministry of Emergency Situations.
Concluding the event, Academician Isa Habibbeyli assessed today’s meeting as a contribution to the development of the civil defense sphere. He said that such events also serve as a successful starting for strengthening and deepening mutual relations between the two institutions, and implementing joint projects.
