AMEA Presidium Holds Its Next Meeting

The next meeting of the Presidium of the Azerbaijan National Academy of Sciences (ANAS) has been held.

The event was attended by ANAS President, Academician Isa Habibbeyli; Deputy Director of the State Agency for Science and Higher Education and Acting Rector of Sumgayit State University, Corresponding Member of ANAS Aminaga Sadiqov; members of the Presidium; heads of departments of the Presidium’s administrative office; members of the Division of Physical-Mathematical and Technical Sciences (DPMTS); directors of the Division’s research institutions; as well as authors of significant scientific results achieved, heads of scientific departments and laboratories, and other relevant participants.

The meeting began with a tour of an exhibition showcasing innovative projects implemented through the application of artificial intelligence at the scientific institutions under the Division, achievements attained in 2025, as well as published scientific works and books.

Opening the meeting with introductory remarks, ANAS President Academician Isa Habibbeyli provided information on the agenda. He noted that the exhibition reflecting achievements in 2025 offered a comprehensive and clear picture of the significant projects, scientific research, and major scientific results achieved by the DPMTS, emphasizing that scientists and specialists working within the Division have made important contributions to the development of national science.

The ANAS President stated that one of the key highlights of the Division’s activities over the past year was the increase in the number of books and articles published by Springer and other prestigious international databases, stressing that the progress achieved in this area is of great importance in terms of integration into the international scientific community. He also described the inclusion of the “Azerbaijan Journal of Astronomy” of the Nasreddin Tusi Shamakhy Astrophysical Observatory in the Scopus scientometric database as a major achievement of the Division as a whole.

“Most of the fundamental and applied research conducted in 2025 is related to the restoration and development processes underway in the Karabakh region,” Academician Isa Habibbeyli said, emphasizing that the work carried out and innovative projects implemented in this area serve the region’s sustainable development, infrastructure restoration, and the establishment of socio-economic processes on a scientific basis.

Highlighting the activities of young researchers within the Division, Academician Isa Habibbeyli described the active involvement of young scientists in the scientific process as a positive development. He noted that the youth policy implemented within the Division is purposeful and systematic, and that significant results have been achieved in training highly qualified professional personnel and integrating them into world science.

ANAS Vice-President, Chair of the Scientific Council of the DPMTS, and Director General of the Institute of Information Technology, Academician Rasim Aliguliyev, then presented a report on the scientific and scientific-organizational activities of the DPMTS for 2025. Recalling that President of the Republic of Azerbaijan Ilham Aliyev, in his speech at the 80th anniversary event of ANAS, outlined important strategic tasks for the Academy, he noted that discussions at the Presidium meeting would focus on the instructions arising from that speech as well as the scientific priorities identified for the Division for 2026.

Speaking about the reforms implemented in Azerbaijani science in the context of modern realities, Academician Rasim Aliguliyev stated that this process covers the more efficient organization of scientific activity nationwide, optimization, expansion of incentive mechanisms, and the transfer of advanced international experience to the country.

According to him, during the reporting year, research conducted across the DPMTS scientific areas addressed issues arising from the country’s national interests on the one hand and meeting the requirements and challenges of the modern world on the other. The research plans of the institutions under the Division included both fundamental and applied studies, and a number of significant scientific results were obtained.

Academician Rasim Aliguliyev reported that in 2025, across the scientific institutions covered by the DPMTS nationwide, 259 research works were conducted on 101 topics related to 33 problems across seven scientific areas, covering 89 stages, while 34 topics, 173 works, and 89 stages were completed. Of the results of these studies, 104 were discussed by the Division and assessed as significant outcomes.

The Vice-President stated that special attention was paid in the scientific-organizational activities of the DPMTS to the implementation of decrees and orders of the President of the Republic of Azerbaijan, decisions and orders of the Cabinet of Ministers, as well as state programs, decisions of the ANAS General Assembly of February 20, 2025, decisions of the ANAS Presidium, orders of the ANAS President, and the tasks and assignments facing the DPMTS, with a number of important measures carried out in this direction.

Highlighting key decisions adopted and work carried out over the past year, he noted that in 2025, decisions were made to submit motions to the ANAS Presidium regarding the celebration of the 95th anniversary of Academician Faramaz Maqsudov, the 110th anniversary of Academician Ismayil Ibrahimov, the 90th anniversaries of Academicians Firudin Hashimzadeh and Telman Aliyev, the 75th anniversary of Academician Yusif Mammadov, the 75th anniversaries of Corresponding Members of ANAS Kamil Ayda-Zadeh and Aydin Kazimzadeh, the 70th anniversary of Corresponding Member of ANAS Namig Jalilov, and the 85th anniversaries of Corresponding Members of ANAS Rauf Huseynov and Rufat Mir-Gasimov. Within the framework of preparations for the 80th anniversary of ANAS during the reporting year, recommendations related to the scientific areas of the DPMTS, particularly digital transformations and the application of artificial intelligence, were prepared and submitted to the ANAS Presidium, and the book “Academician Mahmud Karimov in Scientific Memory and Recollections” from the ANAS-80 book series was prepared and published. In addition, during the reporting year, the Scientific Council of the DPMTS heard reports on the implementation in 2025 of projects in physics, mathematics, and technical sciences that won grants from the SOCAR Science Foundation, and analyzed the results of the research conducted. Scientific expert services were provided based on requests from state bodies, and expert opinions were issued on draft official documents related to the ICT field, including various strategies, programs, agreements, contracts, and similar materials.

Academician Rasim Aliguliyev added that during the reporting year, efforts continued toward the formation and development of e-science as a segment of E-Azerbaijan; research was conducted on the development of intelligent technologies to ensure the cyber resilience of critical infrastructures on the Industry 4.0 platform; issues related to the application of artificial intelligence on the Science 4.0 platform were studied; and recommendations were made for the implementation of promising proposals. At the same time, special attention was paid to addressing the challenges of the Fourth Industrial Revolution and to the study and broad application of the scientific and theoretical problems of artificial intelligence, Big Data technologies, and cyber-physical systems.

He noted that the publication of periodic scientific journals in the Division’s scientific areas remained in focus, adding that significant achievements had been made in indexing these journals in reputable international scientific databases and that activities in this direction were ongoing. At the same time, in 2025, a total of 551 articles published in scientific journals of institutions under the DPMTS were assigned DOIs.

The Vice-President stated that the scientific institutions covered by the Division actively participated in the implementation of State Programs, strategies, road maps, action plans, and other documents approved by the President of the Republic of Azerbaijan. He also emphasized that during the reporting year, institutions under the DPMTS continued research in a number of areas related to the liberated territories, achieving significant results.

Addressing the integration of science and education, Academician Rasim Aliguliyev noted that more than 200 scientists from DPMTS institutions delivered lectures in specialized subjects at various higher education institutions and supervised master’s theses. He added that scientists working at the Division’s institutes also chaired State Examination Commissions at a number of universities. Several staff members participated closely in the preparation of tests, entrance examinations, and various events as experts of the State Examination Center. In addition, textbooks and teaching aids intended for master’s students, doctoral candidates, dissertation researchers, scientific staff, and engineers were published by scientists and specialists working in the Division’s scientific areas.

Touching upon strengthening ties between science and industry, patent activity, and the application of research results, Academician Rasim Aliguliyev stated that in 2025, measures in line with the plan for applying the results of 23 research works were implemented. Institutions under the Division submitted 19 patent applications and obtained 12 patents, including seven domestically and four abroad.

He presented ratings of results achieved by scientific institutions based on scientometric indicators to assess their activity and productivity, drawing attention to the number of articles published by the scientific personnel potential of DPMTS institutions in the Scopus and Web of Science databases in 2025, as well as average productivity indicators.

The Vice-President emphasized that the significant scientific achievements of the Division’s scientists and specialists were highly appreciated internationally, noting that the names of six scientists from DPMTS institutions were included in the prestigious ranking list of Stanford University in the United States. He explained that this ranking is compiled based on two key indicators: the number of articles and citations, with the initial selection including scientists who have at least five articles indexed in Elsevier’s Scopus database.

The academician also highlighted the significant results of research conducted in 2025 in the scientific areas of the DPMTS across the country’s science and higher education institutions. He provided information on statistical indicators of the Division’s staff activity in the GOOGLE SCHOLAR scientometric database, personnel potential, published major scientific results, grant projects, and efforts aimed at popularizing science.

At the end of his speech, Academician Rasim Aliguliyev put forward a number of proposals to further improve the efficiency of the DPMTS’s activities.

This was followed by discussions on the report. Academicians Arif Hashimov and Ali Abbasov, Corresponding Members of ANAS Aminaga Sadiqov, Namig Jalilov, and Islam Mustafayev, as well as Doctor of Technical Sciences Elkhan Sabziyev, delivered speeches, expressed their views, and assessed the reports as satisfactory.

Following the discussions, by decision of the ANAS Presidium, the report on the scientific and scientific-organizational activities of the Division of Physical-Mathematical and Technical Sciences for 2025 was approved, and it was decided to include the significant results achieved in the ANAS annual report.

At the DPMTS meeting, for the first time, a draft decision was announced using artificial intelligence.

In his concluding remarks, Academician Isa Habibbeyli referred to the new goals and priorities set for Azerbaijani science by President Ilham Aliyev at the 80th anniversary event of ANAS held in November of the previous year, emphasizing that the calls and ideas voiced by the head of state are of great importance for the development of Azerbaijani science at a new stage. He noted that President Ilham Aliyev, both in his programmatic speech at the ANAS anniversary event and in his interviews with local television channels, specifically highlighted the need to expand research in strategic areas such as the development of the Azerbaijani language, cybersecurity, digitalization, and artificial intelligence. The ANAS President stated that these calls further increase the responsibility of the scientific community, calling on scientists to work jointly and to unite their efforts for the advancement of national science.

He urged scientists and specialists, as well as heads of scientific organizations, to provide comprehensive support to young scientists, doctoral candidates, and dissertation researchers, who represent the future of Azerbaijani science, and to approach their scientific development with attention and care.

Stating that the scientific achievements attained within the DPMTS have created a solid foundation for the future development of Azerbaijani science, Academician Isa Habibbeyli expressed confidence that the positive momentum in this direction will continue in the coming years.

The ANAS President added that overall, the Division’s activities have further developed compared to 2024, with an increase observed in the number of articles published in impact factor journals. This trend is one of the main indicators of integration into world science in the modern era.
