Seminar-training of the 2nd Special Department of ANAS held

Next seminar-training of the 2nd Special Department of ANAS was held. Event organized with participation of Civil Defense headquarter chiefs of the institute and organizations of ANAS was opened by chief department Eldar Guliyev, who briefed about the floods and mudslides happening in the country and its devastating effects as a first issue of the plan. E.Guliyev introduced the guest to the attendees, who will report on a current issue. Rena Gasgay, chief of the Department of Onshore hydrology and water resources Professor, has engaged in this direction for a long time, offered her suggestions to the relevant bodies related to problems of floods and mudslides.

Then Rena Gashgay made a presentation on Ffloods and mudslides in the Republic of Azerbaijan" and noted that, it has been mushroomed all areas of Azerbaijan, especially in Nakhchivan and more widespread in the Caucasus, according to its destructive power floods are equal to earthquake and are of spontaneous process: "Of course the worst complex and destructive processes are floods and mudslides. Based on the signs of the floods in recent years, almost a million cubic meters of mud materials are brought by each medium flood. However, this figure may reach 10 million cubic meters. This is a rare situation and is observed in approximately 20 years. Floods mostly occur after drought summer season, in October and sometimes in September. In this case, the heavy rains (20-30 mm per day) emerges the floods, damaging farms, roads and settlements.

Dealing with factors that form the floods, scientist noted the following factors: quickly erased rocks, excessive livestock grazing, vertically plowing the lands in prone areas, intense rains (droplet particles are made to unite and wash off rocks in the area), manmade factors, and wastewater spilling, are lead to emerge of floods. Various measures are being taken to prevent them, active and passive methods are considered, active method is of more successful: "The most valuable asset is to apply an active method. It also envisages the hillside forest-reclamation work, she noted.

It was noted that due to the fact that Azerbaijan is a mountainous country, the rivers here have a mixed diet. Through drop-down winter snow each year, starting in March, the rivers become turbulent and there are floods. In these processes, along with the natural environment plays an important role and human activities. According to the scientist, in regulated rivers unified management system must be created, and reservoirs regime should be managed on the basis of forecasts. Otherwise, the accident which has taken place on the Kura River in May 2010 could be repeated. It is necessary to emphasize the human factor in the floods in 2003, 2006 and 2016. The only way out of this situation is the construction of water reservoirs. Thus, the structure in 1953, Mingachevir reservoir prevented the risk of flooding.

At the seminar has been put forward views on the question regarding the CD headquarters chiefs.

In the next part of the event in connection with the execution of orders of the President of the Academy "On the preparation of civil defense plans in scientific institutions of ANAS" dated February 22, 2016 made by Eldar Guliyev, who informed on the status of order execution.

Further results of the audit, conducted in the scientific institutions, were discussed.
