The first session of the autumn session of the Committee of Science and Education of the Milli Majlis was held on September 13.

Chairman of the Committee, academician Isa Habibbeyli  spoke about the work carried out in the Committee during the summer and extraordinary sessions of the Milli Mejlis in 2018.

It was noted that, during the reporting period 7 meetings of the committee were held, 16 issues were considered at these meetings. The committee regularly received the citizens and provided necessary assistance to solve the issues that concern them.

During the reporting period 206 appeals, proposals, applications and complaints were considered in the committee and 97 letters on 149 applications were sent to relevant authorities.

Then, Isa Habibbeyli spoke about the work to be done during the autumn session. It was noted that the upcoming session will discuss the draft law "On Education". At the same time, amendments and additions to a number of laws will be made.

The activity of the Committee during the spring session of 2018 was considered satisfactory, and the work plan for the autumn session of 2018 was reviewed and approved.

Later other issues on the agenda were discussed.

Initially, the bill on amendments to the Law "On Science" was considered. It was noted that according to the Article 39 of the document "International cooperation in the field of scientific activity", foreigners and stateless persons receive education at the doctorate level in the Republic of Azerbaijan, international agreements signed by the Republic of Azerbaijan, education established by the relevant body of executive power grants program, as well as contracts concluded with science and education institutions.

It was noted that, the amendments to the Law "On Science" were signed by the President of the Republic of Azerbaijan dated December 6, 2017 "On Granting Grants for Education to Higher Education Institutions of the Republic of Azerbaijan for the Citizens of the Member States of the Organization of Islamic Cooperation" and the members of the Non-Aligned Movement for the implementation of the Decree of 10 January 2018 on granting scholarships to higher education institutions.

For the same purpose, a number of amendments to the Law "On Education" are envisaged. Thus, the word "Azerbaijan" in Article 7.3 will be replaced by the word "Education". In Article 22.12, the word "contracts" shall be inserted in the words "the educational grant program established by the relevant body of executive authority".

Then the deputies expressed their opinions on the issues on the agenda.

The draft laws were recommended to the plenary session of the Milli Mejlis.
