ANAS Central Scientific Library by suport of Presidium of the ANAS, II Special Department and AR Ministry of Emergency Situations held a training seminar on “Wound, their types, first aid and drawing bandages during wound”.
Speaking at the meeting, head of Department Eldar Guliyev noted that, seminars, trainings and other activities on civil defense are organized in accordance with the “Law on Civil Defense of the Republic of Azerbaijan”, by Resolution of the Cabinet of Ministers dated September 25, 1998 “On ensuring civil defense” and recommendations of AR Ministry of Emergency Situations.
He noted that, during 6 months, 2019 in accordance with the Action Plan of ANAS a number of measures were taken to teach rules of conduct in emergency situations. He noted that, well-known scientists of ANAS are invited to regular seminars to educate academy staff on the topics “Modern international relations and foreign policy of the Republic of Azerbaijan”, “Problems of nuclear energy and safety”, “Recent endogenous and exogenous processes in Azerbaijan”.
E.Guliyev noted that, one of the most difficult tasks challenges facing civil defense system is the organization and execution of rescue and other urgent tasks in the elimination of emergency situations during peace and war. He said that helping people in emergency situations and providing them with first aid is a civil responsibility. Regarding the theme of the event, the head of the Department noted that, they are working closely with the medical service of AR Ministry of Emergency Situations and have conducted a series of events.
Then, head of the Emergency Medical Service, Colonel Elchin Aligulov delivered report on “Wound, their types, first aid and drawing bandages during wound”. He noted that, wound may be due to transport and industrial accidents, criminogenic situations, military operations, natural disasters. He stressed that, any injury is accompanied by pain, swelling, skin damage and infection.
In conclusion, a number of current issues were discussed.
