ANAS Council of Young Scientists and Specialists (CYSS) held 1st report-election conference following the results of 2014.The conference was held at the main building of the Academy. The event was opened by Chairman of the Board, PhD in physical and mathematical sciences Famin Salmanov. He presented to attention of participants a report on the activities of CYSS in 2014. He reminded that Council of young scientists and specialists was founded at the general meeting of ANAS scientific institutions of young scientists and specialists on December 27, 2013 according to the Decree of Presidium of ANAS on “Creation of Council of young scientists and specialists of ANAS”. F.Salmanov noted that at the 42 scientific institutions of Academy the same name councils are functioning. In general, ANAS CYSS have about 3,000 members. Chairman of board also noted that the scientific and youth policy pursued in our country is directed on improve of activity in this area. A brilliant example of attention which the head of state pays to modern youth and young scientists is acceptance of the State Program “The Azerbaijani youth in 2011-2015”, creation of Fund of youth at the President of the Azerbaijan Republic and establishment of “Presidential award for youth”. Talking the successful youth policy pursued in Academy, Famin Salmanov noted that the president of ANAS, academician Akif Alizadeh began the complex actions directed on increase of a role of young scientists in development of domestic science and its integration into world science. He stressed that cooperation with the Foundation for Development of Science, Youth Foundation and the Foundation for Knowledge at the President of Azerbaijan Republic, as well as with SOCAR Scientific Fund directly serves for support of the research works which are carried out by young scientists. The chairman of CYSS noted that in order to promote the science in the region were started such projects as “Today's pupil and the scientist of tomorrow”, “Enticing science” and also were carried out the Olympic Games under the name “Think Logically” and the subject Olympic Games in the capital and regions being implemented. Among the actions realized by Council it is necessary to celebrate also all-republican scientific seminars under the name “Our Last Scientific Achievements”. In the report it is noted that involvement of young scientists to process of preparation to “Baku Science Festival – 2014” which was held for the first time on South Caucasus on November 10-11,20014 in Baku is a bright example of trust which the management of ANAS has providing to Council. Speaking about the organization of the international events, F.Salmanov informed attendees that on October 15-16 of last year by support of Fund of Science SOCAR for a direct initiative and with the participation of CYSS of a number of ANAS institutes the was held the I International scientific conference of young scientists and specialists on the subject “Role of Multidisciplinary Approach in the Solution of Actual Problems of Fundamental and Applied Sciences” devoted to “Day of oil industry workers of the Azerbaijan Republic” and the 20 anniversary of “Contract of the Century” which has become a significant event in the scientific life of the country. He noted that the CYSS took an active part in the preparatory work for the “Baku World Forum of Young Scientists “, which is organized by the Ministry of Youth and Sports of Azerbaijan Republic, ANAS, the Association «Eurodoc» and by UNESCO.

At the same time the memorandum of cooperation with the Union of the youth student's organizations of Azerbaijan was signed.

On September 8-12, 2014 members of SMUS held meetings with representatives of Council of young scientists of the Russian Academy of Sciences in Moscow, and on October meetings with representatives of Council of young scientists of Academy of Sciences of Turkey took place. Contracts on further cooperation were signed.

The head of the organization reminded that for the purpose of increase of interest of young scientists in sport and ensuring rational carrying out free time by Council was organized “The I interinstitute World Cup among young scientists and experts of ANAS”.

Further, right to speak was given to the Minister of Youth and Sports Azad Rahimov. The Minister noted that the creation of CYSS is an important event. He emphasized that for the short period of time there were positive changes in scientific, scientific and organizational and public work of intellectual youth. A. Ragimov noted that the events held by young scientists in the sphere of promotion of science, innovative coordination, adjustment of international relations condemn approvals. The minister highly appreciated activity of the organization and its cooperation with the ministry and emphasized that further communications of the ministry with Council will extend even more. Speaking at the event, president of ANAS, academician Akif Alizadeh positively estimated the report. Academician told about youth policy of the state, formation at ANAS of intellectual youth and the events held in the field. Having reminded about the republic of the Concept of Development approved by the head “Azerbaijan – 2020: a prospection”, academician emphasized that in this document defining the line of future strategic development of the country, one of important conditions noted protection of intellectual wealth. From this point of view the Concept, along with other spheres, sets big tasks for the Azerbaijani youth, in particular its intellectual part.

Touching upon the work of the Ministry of Youth and Sports head of ANAS emphasized that the ministry carries out important activities for the purpose of moral education of youth and its participation in cultural life of the country, protection of its health and physical development. The steps taken by the state for the purpose of support of talented youth and the help to young families meet with approval. Academician noted that in cooperation with the Ministry of Youth and Sports have been implemented such measures as I International Baku Forum of Young Scientists “New Challenges in the European space”, dedicated to the 90th anniversary of national leader Heydar Aliyev, which was attended by about 300 young scientists from 100 countries, the International Baku Forum of Young Scientists of the world “New challenges in the world of science: a cooperative approach for young scientists” and others. Speaking about the main objectives facing SMUS, the academician A. Alizadeh reminded of the Order of the head of state “About financing of training in doctoral studies of young scientists of National Academy of Sciences of Azerbaijan in scientific centers of Europe”. He noted that at the expense of the appliances allocated by the state the talented young scientists working at NANA institutes did practical training in the relevant scientific centers of France, Germany, Belgium, Switzerland and the other developed countries of the world. Speaking about the main challenges faced by CYSS, academician Alizadeh recalled presidential decree “On the financing of doctoral studies of young scientists of the National Academy of Sciences of Azerbaijan in scientific centers of Europe.” He noted that due to the state of material resources allocated talented young scientists working in institutes of ANAS, had practice in the relevant research centers in France, Germany, Belgium, Switzerland and other developed countries. Academician Akif Alizadeh informed attends, that with direct support of the country leaders at ANAS training in magistracy is organized. He added that the complex events directed on creation of system of training in doctoral studies on the basis of the new principles are also held. Stressing that in 2015 70-anniversary of ANAS will be celebrated, president of Academy noted that future progress of the organization depends on the youth relation to science, development, application and development of the advanced scientific technologies by it. Academician CYSS wished good luck in his future endeavors. In conclusion, by open elections were elected new members of the Board.
