By organization of Science Foundation under auspices of chairman of Nakhchivan Autonomous Republic Supreme Assembly, Nakhchivan State University held international conference on “Electron Nakhchivan-10: role of information-communication technologies in improvement of educational process”.

Initially, conference attendees got acquainted with the e-education system and digital multimedia infrastructure of the university. Noted that the university has applied the latest advances of information -communication technologies, e-government and education system that meets the highest standards. Special servers of 30 terabytes and internet distributors have been installed at Center for Information-Communication Technologies, university was connected to a single phone network. Data on the students and teacher contingent of the university, management-related paperwork, and teachers’ electronic signatures were posted on a central server, created e-base of curriculum and lectures, commissioned e-lecture and exam rooms. Digital multimedia infrastructure made chance for development and application of distance education, increased technical capabilities of the university television. Latest modern cameras, video and sound systems, mounting equipment and a virtual studio were installed at TV, and provided special program for conduction of online lessons and execution of shots. 

Chairman of Nakhchivan Autonomous Republic Supreme Assembly Vasif Talibov, president of ANAS, Academician Akif Alizadeh and conference attendees were familiar with exhibition composed of pictures drawn by student and teacher staff of the university at the foyer of the Conservatory.

Later on, international conference titled as “Electron Nakhchivan-10: role of information-communication technologies in improvement of educational process” launched at conference hall of Conservatory building of NSU.

Addressing the conference, Chancellor of NSU Professor Saleh Maharramov brought to the attention widespread use of information - communication technologies in the education system in the autonomous republic. Significant work has been done in this direction under the leadership of the scientific enterprise, and education process and management system were set up at high technologies. University was equipped with 42 electronic boards, almost 750 computers, and 15 electronic wheelchairs. In latest 20 years, nearly 200 international and domestic scientific conferences and symposia were held at the university. Mutual ties were developed both in electronic space and scientific scope, achieved the development of science, education, training, student and teacher mobility.

Next, was demonstrated the film about done work within the frame of forming information society and "E-Nakhchivan" project.

Chairman of Nakhchivan Autonomous Republic Supreme Assembly Vasif Talibov stated that, “E-Nakchivan” international conference, which is being held since 2005 was focused on a vital issue - role of information-communication technologies in improvement of educational process.

Information-communication technologies has become an important factor that permeating everyday life of people, developing science and education, forming modern economic system, said chairman and noted that, application of new technologies in Azerbaijan started in the 70s of the last century. At that time, the development strategy defined by national leader Heydar Aliyev was carried out in two directions. One of these directions was to preserve the historical and cultural heritage and preservation of national values, and the other is formation of the economic system based on modern technology. Chairman of the Supreme Assembly noted that President Ilham Aliyev declared development of ICT as a priority field, so the road to success seems clear.

Information-communication technologies infrastructure is modernized every year in Nakhchivan Autonomous Republic. Setting up new generation of telecommunications systems in the settlements has increased the level of communication services, 96 percent of existing automatic telephone stations have been provided with fiber-optic interconnections. Today, the population and learners of the city of Nakhchivan and the most remote mountain villages benefit from the same level of information-communication technologies. Today Nakhchivan is rapidly going into computerization. 94 percent settlements are provided via broadband services, while more than 80 percent via wireless Internet, V. Talibov said.

Highlighting application of ICT to science as the key condition for intellectual development of the society Chairman of the Supreme Assembly notified that, works done in the field of e-education in Nakhchivan Autonomous Republic serve to this purpose. Usage of e-education is available at highest, secondary, vocational schools, nearly 5 thousand computers and more than 650 electronic boards have been installed in educational institution, provided high-speed Internet access, set up distance education network. In addition with the goal of to integrate the disabled children, with limited health care, was opened Center for Distance Education in Nakhchivan Regional Information Centre and audio electronic library for children with vision and hearing impairment.

It was noted that for more than 10 years, the "E-Nakhchivan" conferences are shifted into the important stage in sphere of transition to information society and development of e-education not only in the university, but generally in whole autonomous republic. It also gave positive results in recent years, Center for Information-Communication Technologies of the Nakhchivan State University was established, and infrastructure of distance education network and multimedia, e-education system were created as well.

Chairman of the Supreme Assembly expressed confidence that "Electronic Nakhchivan-10" international conference would be useful to improve education, and wished successes to the conference.

Afterwards, president of ANAS, Academician Akif Alizadeh reported and noted that, major share of scientific capacity of the country belongs to ancient land Nakhchivan.

As one of the rapidly developed regions of the country, Nakhchivan is focused on by care and attention of President Ilham Aliyev and this city had been one of the scientific and educational centers in Azerbaijan both in ancient times and today, said Academician.

"E-Nakhchivan", which is a part of "Electronic Azerbaijan” has made tremendous progress over 10 years and been a new stage in the formation of information society. Just only on account of achievements within "E-Nakhchivan, autonomous republic in blockade could find access to the global virtual space.

President of ANAS noted that by rapid development of information- communication technologies, Nakhchivan pave the way for prompt socio-economic progress, including the rise of education. Nakhchivan State University has shifted into a model highest school with a high level of ICT application.

Firudin Gurbanov, Deputy Minister of Education of AR, stressed out that, currently modern education system based on ICT was set up in the country. Pursuant to President Ilham Aliyev’s decree and orders and adopted state programs, educational infrastructure is constantly being improved, educational institutions are using the most progressive teaching methods. Conducting electronic manuals, computerizing of secondary schools, forming digital teaching infrastructure allow all-round growth of the younger generation. Comprehensive measures are being taken in this area in the autonomous republic, is being created modern educational infrastructure, he noted.

Then, reporting in the conference Vice-President of ANAS, director of the Institute of Literature, Acdemician Isa Habibbayli said that, improving the quality of education on the basis of ICT and electronic university building has become a priority in the autonomous republic. Application of information-communication technologies, in particular computerization of educational institutions and the modernization of material-technical base confirm this once again.

"E-Nakhchivan-10" international conference was regarded as an important step in the field of information technology in higher education system in Nakhchivan Autonomous Republic and in the country by Vice-President. In this sense, "E-Nakhchivan" conferences are considered as Nakhchivan model of the development of information-communication technologies. This project has given an impetus to the university's participation in international educational projects, and caused to grow younger generation who are educated, patriotic and loyal to the state, he added.

Deputy Minister of AR Ministry of Communications and High Technologies Elmir Valizadeh made speech on taken measures in the country over ICT development. "Electronic Nakhchivan-10" international conference is an indication of the development of information-communication technologies in the autonomous republic, he noted.

During conference, video-conferences were carried out via Institutes of Literature and Information Technologies of ANAS, Azerbaijan University of Languages, Erzurum Ataturk University, University of Tallinn, Estonia, the UK University of Warwick, and monitored surgery at the Veterinary Medicine building of NSU, as well as e-examination process.

In closing, university teachers and students of the Faculty of Arts performed a concert.
