The presentation of the three-volume book titled “Environmental Policy of Ilham Aliyev: Sustainable Development and a Green World (2003-2023)” was held at the Central Scientific Library of ANAS on June 8.
The presentation ceremony brought together Minister of Ecology and Natural Resources and appointed president of COP29, Mukhtar Babayev, president of ANAS, academician Isa Habibbeyli, as well as state and government representatives, parliamentarians of the Milli Majlis, intellectuals, university rectors, media heads, and others.
In his opening speech, the president of ANAS, academician Isa Habibbeyli, recalled President Ilham Aliyev’s order declaring 2024 as the “Green World Solidarity Year” in the country. He highlighted the importance of this order for environmental protection, climate change prevention, and increasing attention to protection from natural disasters.
The academician also noted that the decision to hold the 29th session of the Conference of the Parties to the United Nations Framework Convention on Climate Change (COP29) in our country is another historical success of Azerbaijan. The president of ANAS remarked that this decision, adopted by all world countries, is a clear example of the great trust and respect shown to our country. Hosting such a prestigious event demonstrates the continuously growing international influence and power of Azerbaijan under the leadership of President Ilham Aliyev. Academician Isa Habibbeyli expressed his confidence that this prestigious event will be successfully organized in Azerbaijan, just as other international events have been. He noted that the “Green World Solidarity Year” and COP29 are interconnected and have become driving force for strategic development in Azerbaijan.
The head of ANAS mentioned that, as a result of President Ilham Aliyev's targeted policy, concepts such as “green energy,” “green economy,” “green growth,” and “green technology” are not merely words but reflect the realities of Azerbaijan's development strategy. He highlighted that, by orders of the President, Karabakh, Eastern Zangezur, and the Nakhchivan Autonomous Republic were declared green energy zones. Academician Isa Habibbeyli emphasized that transitioning to green energy in the liberated territories is one of Azerbaijan's important strategic goals. He noted that, as President Ilham Aliyev stated at the inauguration ceremony, all these significantly benefit the country's overall development in the context of the new historical stage it has entered.
Speaking about President Ilham Aliyev's participation in the Shanghai Cooperation Organization (SCO) Summit held in Astana, Kazakhstan, academician Isa Habibbeyli noted the significance of President Aliyev's speech at the Summit, his meetings with world leaders, the adoption of the “Joint Declaration of the Republic of Azerbaijan and the People’s Republic of China on the Establishment of a Strategic Partnership” and signing of the Shareholders Agreement between “Azerbaijan Investment Holding” and the “Sovereign Wealth Fund 'Samruk-Kazyna' Joint Stock Company,” calling these developments essential in the history of independent Azerbaijan. Academician Isa Habibbeyli also evaluated the holding of an Informal Summit of the Organization of Turkic States in Shusha, initiated by President Aliyev, as a historic event not only for Azerbaijan but also for the entire Turkic world. He mentioned that during President Ilham Aliyev’s inauguration ceremony on February 14, the head of the country identified relations with Turkic states as a priority and emphasized that Azerbaijan is progressing towards greater strategic goals with victorious steps.
Academician Isa Habibbeyli stated that the three-volume work titled “Environmental Policy of Ilham Aliyev: Sustainable Development and a Green World (2003-2023)” is an important contribution to the COP29 strategy and the “Green World Solidarity Year.” He noted that the idea and the preface for the book were provided by docent Sadig Gurbanov, Chairman of the Milli Majlis Committee for Natural Resources, Energy, and Ecology, while the editor is academician Urkhan Alakbarov, Rector of the Academy of Public Administration under the President of the Republic of Azerbaijan. The book comprehensively covers Ilham Aliyev's environmental policy, including his speeches on the green economy, meetings, selected quotes, laws signed by the president, International Conventions Azerbaijan has joined, state programs, and the action plan for National Strategy programs.
In conclusion of his speech, the head of ANAS emphasized that the three-volume book titled "Environmental Policy of Ilham Aliyev: Sustainable Development and a Green World (2003-2023)" is an authoritative source and reliable guide for researchers and those studying current legislation in the field of environmental policy.
Minister of Ecology and Natural Resources and appointed president of COP29, Mukhtar Babayev, spoke about the essence of the book and expressed his gratitude to those who contributed to its creation.
“Last year, during the “Year of Heydar Aliyev,” which we celebrated with great pride, significant environmental measures were implemented in our country,” said Mukhtar Babayev. He highlighted that in 2023, millions of trees were planted, and after a 30-year break, the flora and fauna species of the Karabakh and Eastern Zangezur economic regions have been confirmed. He also noted the preparation of the third edition of the "Red Book" of the Republic of Azerbaijan, during which, for the first time, scientists conducted research in the liberated territories with the assistance of the Mine Action Agency of the Republic of Azerbaijan (ANAMA).
Additionally, the minister emphasized the compilation of an atlas of natural resources of Karabakh and Eastern Zangezur, along with a map of economic districts.
Mukhtar Babayev expressed his confidence that the three-volume work titled "Environmental Policy of Ilham Aliyev: Sustainable Development and a Green World (2003-2023)" would serve as a valuable resource for educating the public and researchers.
Then, the editor, academician Urkhan Alakbarov, Rector of the Academy of Public Administration under the President of the Republic of Azerbaijan, Hijran Huseynova, Chairwoman of the State Committee for Family, Women and Children Affairs, Vice President of ANAS, academician Irada Huseynova, Rector of the Azerbaijan State University of Economics (UNEC), Professor Adalat Muradov, Chairman of the Committee on Agrarian Policy of the Milli Majlis Tahir Rzayev, and General Director of the Institute of Control Systems, academician Ali Abbasov, made speeches at the meeting. They evaluated the book as an important cultural event. It was noted that the book, printed for the purpose of environmental education, reflects 62 laws, 97 decrees, and 95 orders.
Docent Sadig Gurbanov, Chairman of the Milli Majlis Committee for Natural Resources, Energy, and Ecology, project leader, and chief consultant, as well as the author of the preface of the publication, made a speech at the event. He expressed his gratitude to the organizers and participants of the event and thanked everyone who contributed to the creation of the publication.
