February 3, II Special Department of ANAS Presidium Administration held a regular seminar.

The event, which was attended by the chiefs of Civil Defense headquarters, was opened by chief department Eldar Guliyev, who informed about the issues on the agenda. He said that according to the plan of activities for 2016 with the participation of the chiefs of Civil Defense headquarters of the institutions and organizations of ANAS, II Special department will hold various seminars. Note that the seminars will be organized based on the Law of AR "On the application of the Civil Defense Law of Azerbaijan", approved by the Presidential Decree of April 18, 1998, Resolution of the Cabinet of Ministers of Azerbaijan Republic "On provision of the Civil Defence" dated 25 September 1998, as well as the command of the recommendations GO troops of the Ministry of Emergency situations of Azerbaijan.

E.Guliyev noted that the purpose of the organization of seminars is to conduct preliminary preventive measures to protect against possible emergencies, education of employees of scientific institutions, check their level of preparation for the CD.

It was noted that training of steering staff is organized once per year. During training steering team examines their duties in accordance with the CD plan of the venture.

During the inspection in 2015 by II Special department in the scientific institutions, it was found that there exist shortcomings in the conduct of activities by the governing structure. Head of the Special Department Eldar Guliyev recommended chiefs of Civil Defense headquarters of the institutions and organizations to strengthen control over the events.

In the event was focused on maintaining the personal protection means of CD property, its matching for use, and proper compiling with storage rules.

Later on, head specialist of the division Alimardan Mahammadov spoke about methodology of steering staff of CD, drew attention to the CD preparatory rules of the paramilitary gangs composed of steering and commander-chief staffs, given necessary tasks in the direction of preventing existed shortcomings.

Head quarter chiefs of CD were charged to conduct seminars on the occasion of March 1 – World Civil Defense Day in the scientific enterprises and organizations according to action plan.

In closing, several problems were issued.
