At meeting of the Presidium of ANAS the tasks related to the implementation of the Order of the President of the Republic of Azerbaijan, dated March 19, 2025, on the approval of the “Artificial Intelligence Strategy of the Republic of Azerbaijan for 2025-2028” were discussed.
Speaking on the matter, the President of ANAS, Academician Isa Habibbeyli said that the goal of the Strategy is to accelerate the development of artificial intelligence in our country, to promote research in this field, to improve information technologies and their management mechanisms related to artificial intelligence, and strengthen the potential of qualified personnel. He also noted that raising public awareness about artificial intelligence, its potential and risks, and the protection of ethical principles related to AI, will be among the main priorities. In addition, he emphasized that in the strategy special attention is given to expanding academic and scientific research to ensure the formation and development of the artificial intelligence ecosystem.
Academician Isa Habibbeyli said that the world has now entered the era of artificial intelligence and that it has already become a part of our daily lives. He noted that while artificial intelligence offers vast opportunities, it also brings certain risks. The strategy covers issues as the establishment of an Academy of Artificial Intelligence aimed at studying and neutralizing anticipated risks and the identification of responsible state institutions in this field.
Academician Isa Habibbeyli mentioned that one of the important directions of the large-scale reforms currently carried out at ANAS is strengthening the application of artificial intelligence in the field of scientific activity, based on the national interests of our state and the leading trends and tendencies taking place in the world, the expansion of research on the ethical principles of using artificial intelligence technologies, and the increasing attention on the training of specialists in this direction. He noted that works in this direction are carried out by the “Electronic Academy” Department of the Presidium administration of ANAS and the “Electronic Services” Departments of various institutes. Academician Isa Habibbeyli stressed that many achievements have already been made in a short period of time. At the same time, in order to ensure the application of artificial intelligence in the humanities and social sciences, departments related to artificial intelligence have been established within the Institutes of Philosophy and Sociology, Linguistics, and Folklore of ANAS, using internal resources.
He also underlined that one of the main goals of the “Development Concept and Roadmap of ANAS for 2025-2030,” approved by the decision of the General Assembly of ANAS dated February 20, 2025, is the transformation of artificial intelligence, digital, and smart technologies into the fields of humanitarian and social sciences, as well as natural and technical sciences, in accordance with the new challenges of global science, and the expansion of research aimed at solving global problems.
“Today, artificial intelligence is a tool for scientific research. Using the capabilities of artificial intelligence will enable fundamental research to be conducted more quickly, based on broader resources. In addition, the application of artificial intelligence to our scientometric indicators will allow us to assess the development of science. To carry out these tasks, we must involve the employees of the “Electronic Services” Departments, members of the Young Scientists and Specialists Councils, as well as doctoral students. “Through our practical activities, we must respond to the calls of the Head of the state and our country,” -said Academician Isa Habibbeyli.
Academicians Rasim Aliguliyev, Irada Huseynova, Govhar Bakhshaliyeva, Arif Hashimov, Professor Nadir Mammadli, PhD in Biology Esmira Alirzayeva, PhDs in Philology Hikmat Guliyev, Sabuhi Gahramanov, Mehman Hasanli, PhD in History Farhad Guliyev, and others made speeches on the matter and shared their suggestions.
The scientific divisions and centers, scientific institutions and organizations of ANAS, as well as the departments of the Presidium administration of ANAS were tasked with preparing and submitting their proposals regarding the implementation of the Order.
