A regular meeting of the Presidium of the Azerbaijan National Academy of Sciences (ANAS) was held.
The event was attended by the President of ANAS, Academician Isa Habibbayli, members of the Presidium, heads of departments of the Presidium Office, directors of scientific institutions and organizations, and other relevant persons.
Academician Isa Habibbayli opened the meeting with an introductory speech and informed the participants about the agenda of the event.
At the beginning, Corresponding Members of ANAS Panah Muradov and Saleh Maharramov were awarded the Honorary Diplomas of ANAS.
The first issue discussed at the meeting concerned the progress of preparations for the 80th anniversary of ANAS and the upcoming tasks.
Academician Isa Habibbayli stated that, in order to ensure the implementation of the Presidential Order “On the celebration of the 80th anniversary of the Azerbaijan National Academy of Sciences,” a final jubilee event dedicated to the 80th anniversary of ANAS will be held on November 4, 2025. He noted that representatives from 42 academies of 21 countries will participate in the jubilee event, that the Museum of the Academy will be inaugurated during those days with their participation, and that a tree-planting campaign will be held in the Rare Trees Park of ANAS, as well as an excursion to the “Yanardag” Reserve. He also stated that on November 5, a meeting will be held with the participation of the Academies of Sciences of the Turkic World, during which proposals and recommendations will be prepared in connection with the 100th anniversary of the First Turkological Congress.
Providing information on the publications prepared in connection with the 80th anniversary of the Academy, Academician Isa Habibbayli emphasized that the “Elm” publishing house plans to release around 50 publications, including books and monographs such as “Azerbaijan National Academy of Sciences: From Heydar Aliyev to Ilham Aliyev,” “The Azerbaijan National Academy of Sciences: Born of Historical Necessity in the 20th Century,” “The Azerbaijan National Academy of Sciences on the Path of Renewal and Reforms,” the two-volume “Azerbaijan National Academy of Sciences. Faces,” “Azerbaijan National Academy of Sciences. Introduction Book,” bibliographies of the founders and distinguished members of ANAS, as well as a special issue of the “Science and Life” journal.
He noted that these publications are of great importance for presenting the past and present of the Academy and its achievements to the younger generation and to the guests who will visit Azerbaijan on the occasion of the jubilee.
The speaker added that these publications will be presented to the national and international scientific community at the exhibition of scientific achievements dedicated to the 80th anniversary of ANAS. In addition, a special video reflecting the activities of ANAS and prepared by professional specialists will be shown during the event.
The head of ANAS stated that ensuring the scientific and organizational excellence of the final jubilee event is one of the main tasks within the jubilee framework and gave relevant instructions.
The next issue discussed at the meeting was related to the approval of ANAS’s Action Plan for the implementation of the Presidential Order of the Republic of Azerbaijan dated September 17, 2025, “On the celebration of the 150th anniversary of Fatali Khan Khoyski.”
Academician Isa Habibbayli noted that, in connection with the implementation of the Order, the Presidium of ANAS adopted a decision on September 29, 2025, instructing the relevant scientific departments, institutions, and regional branches of ANAS to prepare proposals for the Action Plan on the celebration of the 150th anniversary of Fatali Khan Khoyski and submit them to the Division of Social Sciences of ANAS. He emphasized that, based on the submitted proposals, the Division of Social Sciences had prepared the draft Action Plan and submitted it to the Presidium of ANAS.
Then, Academician Arif Hashimov, Academic-Secretary of ANAS, presented the Action Plan. He stated that the Plan includes seminars and conferences on topics such as “Fatali Khan Khoyski: A Phenomenal Personality in the History of Azerbaijan’s National Statehood,” “A Fighter for Azerbaijan’s Independence,” “The Life and Socio-Political Activity of Fatali Khan Khoyski,” “The Artistic Image of Fatali Khan Khoyski in Azerbaijani Literature,” “The Legacy of Fatali Khan Khoyski in the History of Azerbaijani National Statehood – A Reflection of Justice, Patriotism, and Independence,” “One of the Founders of the Republic: The Life and Activity of Fatali Khan Khoyski,” as well as the publication of the monograph “Fatali Khan Khoyski” and other related editions.
Taking the above into account, the Presidium of ANAS approved the Action Plan for the 150th anniversary of Fatali Khan Khoyski.
The next issue discussed concerned the preparation of reports on the scientific and organizational activities of ANAS for 2025. Providing information on the matter, Academician Arif Hashimov stated that the reports will first be reviewed in departments, then in the Scientific Councils of institutions, in the scientific divisions of ANAS, and finally at the Presidium meeting.
A relevant decision was adopted by the Presidium to ensure the high-quality preparation of the reports.
The meeting also discussed the outcomes of ANAS’s participation in the 11th Baku International Book Fair dedicated to the theme “Techno-Human: The Legend of Yesterday, the Reality of Today.”
Doctor of Philosophy in Philology, Director of the “Elm” publishing house, Sabuhi Gahramanov, noted that the preparations for the exhibition were carried out at a high level and that the rich scientific heritage of the Academy was presented to the public. More than 600 monographs, multivolume works, reference books, bibliographies, and journals were displayed at the “Elm” stand. Within the framework of the exhibition, ANAS organized events titled “At the Academy: Bibliographic and Serial Academic Publications” and “Zangazurnama: From Folklore Collections to Academic Research.” He noted that over 100 books related to the 80th anniversary of ANAS, as well as 56 publications dedicated to Zangazur, were presented and that both events attracted great attention and demonstrated the faithful service of Azerbaijani science to the ideals of statehood.
“Our participation in the exhibition was successful in terms of promoting the Academy’s scientific heritage. Moreover, unlike in previous years, the joint participation of ANAS’s institutes and organizations under a single stand further strengthened the Academy’s position. Additionally, the publications dedicated to the 80th anniversary demonstrated that the Academy is thoroughly preparing for the jubilee. Finally, the renewal of the technical base of the ‘Elm’ publishing house after 25 years has brought new quality and vitality to our academic publishing culture,” noted Sabuhi Gahramanov.
Considering the significance of promoting scientific achievements and popularizing science, the Presidium of ANAS instructed its institutions and organizations to further improve their exhibition activities and align them with modern standards.
Later, Academician Arif Hashimov provided information about his participation in the consultative meeting of the International Science Council (ISC) held in Tashkent, Republic of Uzbekistan. He noted that the meeting took place on October 9–11, 2025, within the framework of the “International Week of Innovative Ideas,” organized jointly by the Academy of Sciences of Uzbekistan and the Agency for Innovative Development under the Ministry of Higher Education, Science, and Innovation of Uzbekistan. The purpose of the meeting was to discuss shared interests related to the strategy and priorities of the ISC for 2025–2028 in the context of the regional agenda.
In the plenary session, Arif Hashimov delivered a presentation on the sustainable development policy of the Republic of Azerbaijan, informing participants about the measures implemented in this area, adopted strategic documents, and decrees signed by the Head of State.
In the second session, he gave a presentation reflecting the history of the Azerbaijan National Academy of Sciences, its international cooperation policy, and its relations with the ISC.
At the closing session of the consultative meeting held on October 11, 2025, discussions were held on scientific cooperation and future collaboration prospects between Azerbaijan and Uzbekistan. It was emphasized that the peoples of Azerbaijan and Uzbekistan are united by friendly relations, common history, and shared cultural and spiritual values. These relations are dynamically developing in the scientific field as well. During the discussions, the initiative to establish a Caucasus–Central Asia Regional Center of the International Science Council was given special attention. The Azerbaijani side supported the initiative to establish this center in Uzbekistan and expressed its readiness to provide comprehensive support for its activities.
Academician Arif Hashimov stated that the consultative meeting of the International Science Council held in Tashkent is of great importance for expanding scientific ties among regional countries, strengthening international cooperation networks, and forming joint scientific strategies. The participation of the Azerbaijan National Academy of Sciences in this event will contribute to the development of the country’s scientific diplomacy, integration into the international scientific space, and the creation of joint initiatives in the region.
Taking all the above into consideration, a relevant decision was adopted by the Presidium.
In addition, at the meeting, Academician Isa Habibbayli stated that, in connection with the 5th anniversary of the historic Victory in the Patriotic War, a series of events will be held in all research institutions and organizations of the Academy within the framework of the nationwide Action Plan. Instructions were given to ensure the active participation of ANAS employees in these events, and a relevant decision was adopted.
At the same time, the Presidium adopted decisions on the close participation of ANAS in the competition announced by the State Awards Commission of the Republic of Azerbaijan for State Awards in Science, Technology, Architecture, Culture, and Literature for 2026, and on the 75th anniversary of Academician Kamal Abdulla.
Finally, a number of current issues were reviewed.
