Within the framework of the IV Congress of World Azerbaijanis was held a panel session "Information war in modern conditions - from defense to attack: the conditions, political realities and new mechanisms of activity."

The moderator of the meeting was the deputy of Milli Majlis, director of the Institute of Political Studies, Academy of Public Administration, Professor Elman Nasirov. He stressed the importance of the speech of the President of the Republic of Azerbaijan Ilham Aliyev at the opening ceremony of the IV Congress of World Azerbaijanis and noted the relevance of the theme of the meeting from this point of view.

To make a presentation, Academician-Secretary of ANAS, director of the Institute of Information Technology, Academician Rasim Alguliyev recalled that in 2016 celebrated the 25th anniversary of restoration of state independence of Azerbaijan. It was noted that during this period Azerbaijan's historical success has been achieved. Based on the most high-tech world, it has become a country with its own space satellite. But do not forget that in the world of information warfare conducted at the global level. It was noted that Azerbaijan is really on the level of government carried out important work in the field of information. It is necessary to protect the solidarity of world Azerbaijanis in the virtual space, and coordinate the activities of a single space. For example, one of the most developed in the world sites "Wikipedia" continues to increase its activity. Our great potential must be mobilized. Also, the problem of transliteration, that is, to eliminate the barrier between Arabic script and the Cyrillic alphabet should be solved. In other words, in today's information war is not enough resources only in Azerbaijan, the Azerbaijanis all over the world should contribute to this cause.

Then, speaking, researcher in the field of Armenian-Azerbaijani Nagorno-Karabakh conflict, the author of the book "Turkestan and the South Caucasus: Dashnaks from Fargana to Karabakh" Shukhrat Salamov (Uzbekistan) spoke about the common history and culture of the Azerbaijani and Uzbek peoples. He noted that Uzbekistan supports the territorial integrity of Azerbaijan and stands for peaceful solution to the problem. Sh.Salamov cited facts concerning provocation committed by the party "Dashnaktsutyun" against the Uzbek and Azerbaijani peoples, and stressed the importance of publication of materials about historical events and bringing them to the younger generation.

Chairman of the United Diaspora of Ukrainian Azerbaijanis (ODAU), executive secretary of the Ukrainian regional center of the Turkic-speaking diaspora, PhD in juridical sciences Hikmet Javadov in his report stressed the importance of performance in the foreign media in the information space. He brought to the attention that must be borne in mind that the vast majority of foreign media is a business-structure. From this point of view could be helpful to the organization of the fund in this direction, as well as the creation of a focal point with the media and the involvement of the work of professional journalists.

The Company's Chairman of Azerbaijanis of Lithuania, honored journalist of Azerbaijan Mahir Hamzayev told about activity led them to structure, proposed to use the experience of the Lithuanian, Latvian, Estonian people in communicating Azerbaijani realities to the world.

The first deputy executive director of the All-Russian Azerbaijani Congress, Samir Mammadov, in his report, emphasized the need to create an information platform.

At the plenary session were heard reports regarding the tasks entrusted to the Azerbaijani Diaspora in the information war against Azerbaijan by Armenia, Armenian Diaspora and lobby area, creating a compliant new time mechanisms of joint activity of Azerbaijani and Turkish Diasporas in connection with the far-fetched "Armenian genocide", as well as prevention campaigns aimed at the recognition of the separatist regime established by Armenia in the occupied Nagorno-Karabakh region of our country as an independent state. Also questions about the role of the media were also discussed social networks in the information war, the definition of a unified strategy for the effective application of information technology in bringing the Azerbaijani realities to the world.
