Azerbaijan National Academy of Science

ANAS Presidium held a regular meeting on September 7. Declaring the event open, President of ANAS, Academician Akif Alizadeh introduced the issues on the agenda.

At the meeting Vice-President of ANAS, Academician Isa Habibbeyli delivered a report "Law of Azerbaijan Republic "On Science"" and upcoming tasks. Academician noted that, the above-mentioned law reflects the foundation of scientific policy of our independent state and demonstrates the opportunities of scientific activity.

Saying that, first of all the basis of Law "On Science" was taken the enrichment and development of the ideological base, Vice-President said that, in all areas was determined priority of research activities scientifically based ideology of Azerbaijanianism.

Academician Isa Habibbeyli stressed that, the law was explained the essence of innovation and entrepreneurship in the scientific field and to define its guidelines and frameworks that it covers. In addition, law for the first time reflected the provisions such as the establishment of institutions of higher education have the status of "Research University", formation and development of new scientific generations and most importantly, transformation of scientific factors in one of the driving forces behind the development of society in all spheres, as well as the relevant paragraphs of the social protection of scientists and encourage scientific activities.

After listening the report was discussed by the Presidium. According to the adopted resolution, the Law of Azerbaijan Republic "On Science" was adopted as the basis for the scientific and organizational activity of ANAS. In addition, it has been requested to prepare proposals for the implementation of the decree by AR President from August 9, 2016 "On application of the Law # 271-VQ "On Science" dated 14 June 2016".

In addition, in the decision the directors of scientific institutions and organizations of ANAS have been given instructions to follow the regulations of the Law of Azerbaijan Republic "On Science", as well as to further expand the work undertaken in the field of innovation and entrepreneurship in the relevant organizations of ANAS.

By resolution of the Presidium to ensure implementation of the Resolution of AR Cabinet of Ministers # 277 was created Commission "On some issues of National Academy of Sciences of Azerbaijan" dated 18 July 2016.

It was noted that, newly formed commission will address organizational and legal issues of the Joint Institute of Erosion and Irrigation and Soil Science and Agricultural Chemistry of ANAS.

The event also was considered the issue on the implementation of the 3rd paragraph of the Resolution of the Cabinet of Ministers. According to this paragraph the decision, were eliminated structural divisions of Legal Sciences and the relevant staff units of the Institute of Philosophy and Law of ANAS, and the Institute was renamed and is called the Institute of Philosophy. For maintenance of performance of this item the Presidium adopted a resolution according to which have been given appropriate instructions to the heads of institutes and research department, which this institute treats.

Next on the agenda was the question of the implementation of AR Cabinet of Ministers Decree # 289 "On the Rules of the organization and conduct of scientific expeditions in the Azerbaijan Republic" from August 2, 2016.

To ensure the implementation of this resolution by the Presidium were given the necessary instructions to the heads of scientific institutions of ANAS and institutions which organize scientific expeditions.

In addition, at the meeting were adopted decree on the establishment of the Institute of Dendrology and the Institute of Manuscripts named after M. Fuzuli of ANAS department of Education, as well as changes in the composition of the Bureau of Human Sciences of ANAS.

In conclusion, some of the personnel issues were discussed. Doctor of Biological sciences Elshad Akhmedov was appointed as Deputy Director for Science of the Institute of Zoological of ANAS, PhD in philology Aygun Baghirova - to the post of scientific secretary of the Institute of Literature named after Nizami of ANAS.
