Next seminar-training of the 2nd Special Department of ANAS was held.

The event was attended by headquarter chiefs of the Civil Defense Department of Civil Defense Troops under Ministry of Emergency Situations of the Republic of Azerbaijan as well as the scientific institutions and organizations of ANAS.

Head of the 2nd Special Department Eldar Guliyev opening the event told about issues of agenda. He spoke about the legal regulation of social relations in this area. He noted that, according to the action plan in October were conducted this year in the Institute of Architecture and Art, Literature, Mathematics and Mechanics, Control Systems, Philosophy, Chemistry additives training for management staff of CD.

In addition, he noted that, currently are carried out the trainings at 5 academic institutions - the Institute of Microbiology, the Institute of Genetic Resources, the Institute of Catalysis and Inorganic Chemistry, the Institute of Archeology and Ethnography of Azerbaijan National Encyclopedia. He stressed that the trainings of institutions will be assigned and coordinated with regional centers in accordance with the action plan, which will be organized in 2017.

Then, speaking about international situation, the conflicts and the factors causing them Deputy Director for Scientific Affairs of the Institute of History, PhD Jabi Bahramov noted that policy pursued by national leader Heydar Aliyev is giving successful outputs.

In his speech, he stressed that at the beginning of 1919, the U.S. President Woodrow Wilson met with owner of the Standard Oil Company John Rockefeller, while coming to the Paris Peace Conference while, and during the meeting was discussed the issue of recognition of the newly established Azerbaijan People Republic. The owner of the Standard Oil Company, who purchased shares of company Nobel brothers’, which had a great reputation in the oil industry of Baku, advised not to recognize the newly formed state. John D. Rockefeller also addressed the Congress with the threat of impeachment (removal process from the power of the president - T.R) against him in the case of recognition of the Azerbaijan People Republic (APR). As a result, APR has not been glorified as an independent state on the legal and diplomatic level.
