Azerbaijan National Academy of Sciences

The Second Special Department of the Presidium of ANAS and the Civil Defense Department of the Ministry of Emergency Situations of the Republic of Azerbaijan held a seminar-training for the Heads of the Academy's scientific institutions and organizations and members of the sanitary group.

Eldar Guliyev, head of department at the Central Scientific Library , said that a number of steps have been taken in recent years to raise the awareness of Civil Defense Headquarters chiefs and seminars with the participation of MES specialists. Guliyev said that many people did not know the rules of conducting when in an extreme situation. The head of the department emphasized the importance of psychological behavior, in addition to primary medical care.

Later Colonel Elchin Aligulov, Head of the Medical Service of the Ministry of Emergency Situations, delivered a report on "Primary health care and psychological support to survivors during emergencies." He noted that timely and accurate first aid during an extraordinary event can save lives. E. Aligulov said that when rendering first aid, it is necessary to carefully consider the scene, assess the condition and avoid possible dangers.

The service chief emphasized the importance of psychological readiness during emergencies and touched upon the importance of organizing and helping organizations, enterprises to increase their tolerance to psychological loads.

Head of the Department of Medical and Psychological Assistance of the Ministry of Emergency Situations, Major Ms. Sofiyeva said that people who in a crisis situation are usually subjected to psychological and emotional tension.

At the end a number of current issues were considered.
